या संदर्भात सदस्य निरंजन डावखरे यांनी उपस्थित केलेल्या प्रश्नाला उत्तर देताना जयस्वाल म्हणाले की, २०१२ पूर्वी अशा पदांसाठी कोणत्याही विशिष्ट शाखेची अट नव्हती. मात्र, नंतर वाणिज्य शाखेची अट लागू करण्यात आली. त्यामुळे पात्र उमेदवारांची संख्या कमी झाली आणि अनेक पदे रिक्त राहिली.

तसेच, भारतातील लेखा व लेखापरीक्षण सेवा, आयआरएस आणि जीएसटीसारख्या महत्त्वाच्या सेवांमध्येही वाणिज्य शाखेची सक्ती नसल्याचा दाखला देत, राज्यानेही त्याच धर्तीवर धोरण स्वीकारले आहे. संबंधित पदांवरील काम केवळ लेखांकनापुरते मर्यादित नसून प्रशासकीय स्वरूपाचे असल्यामुळे विविध शैक्षणिक पार्श्वभूमी असलेले उमेदवारही सक्षम ठरू शकतात, असे त्यांनी सांगितले.

सद्यस्थितीत महाराष्ट्र लेखा व कोषागारे संचालनालयांतर्गत, सामान्य प्रशासन विभागाच्या नियमानुसार महाराष्ट्र लोकसेवा आयोगामार्फत भरली जाणारी गट-क संवर्गातील कनिष्ठ लेखापाल व लिपिक-टंकलेखक पदांसाठी सेवा प्रवेश नियमांत बदल करून कोणतीही पदवी ही शैक्षणिक अर्हता म्हणून मान्य करण्यात आली आहे.

Raising the issue in the Legislative Council, member Niranjan Davkhare highlighted concerns regarding the eligibility criteria. Responding to this, Jaiswal stated that prior to 2012, there was no restriction on academic streams for such posts. However, after the introduction of commerce-specific requirements, the number of eligible candidates declined, resulting in a large number of vacancies.

He further pointed out that major services like accounts and audit, IRS, and GST do not strictly mandate a commerce background, and the state has adopted a similar approach. The nature of these roles extends beyond accounting tasks and includes overall administrative responsibilities, making candidates from diverse educational backgrounds suitable.

Currently, under the Maharashtra Directorate of Accounts and Treasuries, the Group C posts such as Junior Accountant and Clerk-Typist, which are filled through the Maharashtra Public Service Commission (MPSC), have been updated with revised service rules. As per the new criteria, a degree in any discipline is now considered sufficient qualification for these positions.
