PMC Women and Child Welfare Scheme Details

1. Vocational Training for women: Pune Municipal Corporation provides free vocational training to girls & women in the age group of 15 to 45. They are provided with free bus passes for the transportation. Every selected student has to pay Rs. 500 as a deposit at the time of admission, which will be returned on the completion of the training course. The toolkit is also provided to students after completion of training.
2. Self- Employment: – Pune Municipal Corporation provides a grant of Rs. 5000/- to the women between the age group of 18 to 45 to start their own business. Women from backward class receive a grant of Rs. 10,000. Members of Self-help groups are given preference.
3. Entrepreneurship Development Program for Women: – Under this program, women in the age group of 18 to 45 are provided training of various self-employment skills.
4. Revolving funds for SHGs: -A revolving fund of Rs. 1000/- per member is given to the Self-Help group(SHGs) formulated under the Social Development Department and who have completed one year. It is a one-time fund.
5. Training for Residential Community Volunteer (RCV): – Various projects and Schemes information about S.D.D. is provided through RCVs at the community level. The awareness activities include topics on health, education, and various social issues.
6. Financial assistance to SHGs for exhibitions: -This scheme is for SHG members. The SHG who have completed one year and have maintained SHG record properly are eligible for this scheme. This benefit is given only to the SHGs who are sponsored by S.D.D. Around 1000 SHGs participate in various exhibitions. S.D.D. contributes Rs. 5000/- or maximum 80% of stall rent, provided the exhibition should be organized by government and social authority.
7. Financial Assistance for 10th std. students: – The female students who have secured 50% marks in 9th std. & appeared in 10th class get up to Rs 2000/- as a financial assistance for private coaching class. SHG members are given priority. Maximum 2 girl students can get benefit in one family.
8. Financial assistance to 12th students for private tuition: – Under this scheme, female students appearing for 12th exam get financial assistance up to Rs. 10,000 for private coaching class.
   To avail this scheme
   a) Student must be resident of Pune for last 3 years (Rationing card is required)
   b) have secured 60% marks in 11th std.
   c) The annual income of the student’s family should be under Rs. 1,00,000.
   d) Student should belong to science or commerce faculty.
   e) Two children from same family can avail the benefits. Families having more than two children after 1.5.2001 are not eligible for this scheme.
   f) Priority is given to the children of SHG members.
   g) The applicant could get maximum Rs. 10,000/- financial assistance at once.
   h) Hon. Chief, UCD, PMC has authority to change, alter the terms and conditions of the scheme and reject any application in this regard.
9. Financial assistance for CET examination: – The terms and conditions of the scheme are same as Private tuition fee scheme. A student can avail any one of the schemes.
10. Financial Assistance for Higher Education: – Under this scheme, the female students, who are opting for higher education through government-approved degree/diploma and have secured 60% or above in 10th or 12th exam, will be given financial aid of Rs. 10,000 by Pune Municipal Corporation. Degree students get financial assistance every year & diploma students will receive a one time grant for their technical education. However, Degree students have to secure 60% marks every year during their graduation/post graduation period.
11. Earn & Learn Scheme: – College students can participate in this scheme. Female students will get a monthly stipend of Rs. 500. For this, they have to spend two hours in the Social welfare activity. Priority is given to SHG family members.
12. Financial Assistance to the kids of PMC employees who get dirt allowance: -The girl students in 8th to 10th class, whose parents are PMC employees and get dirt allowance, receive a financial assistance for purchasing educational material. As per requirement & demand of municipal school, educational material will be provided to girl students studying in 8th to 10th standard every year.
13. Child Development Centre: -Pune Municipal Corporations runs a child development centres in cooperation with Self-Help Groups for 10 months in a year. . It aims child development through various activities such as songs, games etc. The children, who are in the age group of 6 to 13 years, are accommodated in the centre
14. Yoga Class: -On the demand from slum areas, the yoga classes are conducted for women’s health. Working hours for these classes are in morning & in afternoon. The yoga classes are started after the demand from 20 women. The yoga teacher’s honorarium is Rs. 500/- per month. The yoga teachers are permitted to collect fees of Rs. 20 per month from each student.
15. Widow Subsidy: – Since 13th Feb. 2007 the widow subsidy has been increased from Rs. 5000 to Rs. 10000/-. This scheme is for those women whose husband has died after 13th Feb. 2007. The applicants have to apply within 2 years from the death of their husband.
16. Family Planning surgery scheme for SHG members, who have one or two girl child:
    This scheme is implemented from the year 2007-2008. Those SHG members planned and undergone family planning surgery after the birth of one or two girl child, Rs. 5000/- each is invested in Unit Trust of India’s growth fund for 18 years. This invested amount could be withdrawn only after 19 years. If the girl gets married below 18 years, she will not be benefitted by this scheme and this invested amount will be returned to Municipal Corporation.
17. Kanyaratna Scheme: – The scheme was launched for the girl child from families below poverty lines. The benefits and conditions of the scheme are as follows –
    a) the name of the each girl child must be registered before her first birthday.
    b) The girl child gets Rs.2000 after completion of 5th std, Rs. 4000 after completion of 8th std and Rs. 7500 after completion of 10th std.
    c) A girl receives Rs. 200 per month in 11th & 12th std.
    d) When the girl attains the age of 18 years, she gets Rs. 1, 00,000 for marriage or higher education.
18. Subsidy for SHG, those are manufacturing paper bags: -Under this scheme, SHGs are given training for the manufacturing of paper bags.
19. Women Enterprise Centre: -In Pune city, around 15000 self help groups of women are active. Out of that, 2000 SHGs are engaged in various economic activities. Pune Municipal Corporation aims to start a women enterprise centres on deputy commissioner territory level. These centres will be used by SHG members for meeting, training and various production purposes.
20. Women Empowerment Centres: -Legal consultation is available for the widow, a divorcee and orphan women in the women empowerment centres established at 15 Ward Offices. In these Women Empowerment Centers, legal family matter consultation is also available. Information & guidance regarding women related issues, women security guidance, application pending before Shivajinagar court, self defense, all schemes related to women implemented by Urban Community Development Department, women organisation, to change mind set of society, financial empowerment, how to develop women’s decision making is given in these center. Information about various government schemes is also given in these centers.
21. Incubation Centre for Women: – With the joint venture of Maratha Chamber of Commerce & Industries and Pune Municipal Corporation in March 2013, 150 women were trained. In this training women were imparted knowledge of vocational guidance, skill up gradation, marketing, sales management, packaging, branding, and visits to industries, group discussion, and business opportunity. Every month one batch is trained in this training.
22. Self-Defence Training for girls: -According to the government resolution, self-defence training is organized by UCD Dept. for the girl students of municipal schools through a government recognized NGOs and Police personnel. Through master trainers, training is organized in municipal schools. A permanent class of self-defence training is going to be started in the slum area.
23. Girl Child adoption Scheme(Ladaki Lek Dattak Yojana): -Aim of this scheme is to increase the female number and to restrict abortion of the female fetus. The girl child born after April 2013 is eligible for this scheme. The beneficiary has to contribute Rs. 10,000/- and PMC will be contributing Rs. 20,000/-. The consolidated amount of Rs. 30000/- will be deposited in the nationalized bank in a double money scheme. In the scheme the parents contribution of Rs. 10,000/- & contribution from Pune Municipal Corporation double of Rs. 20,000/- (i.e. Rs. 40,000/-) like this total amount will be Rs. 50,000/-. Those spouse planned are girl child and family planning surgery made, in such cases the Rs. 50,000/- will be deposited in the name of the girl child, in a nationalized bank, in a double money scheme. The maturity amount will be utilized for marriage, higher education or making better future of the girl child.

पुणे महानगरपालिकेच्या महिला आणि बालकल्याण योजनांविषयी संपूर्ण माहिती

• १) महिलांसाठी व्यवसाय प्रशिक्षणः – पुणे महानगरपालिकेतर्फे १५ ते ४५ वयोगटातील मुली व महिलांसाठी विविध व्यवसायाचे मोफत प्रशिक्षण दिले जाते. यावेळी त्यांना या प्रशिक्षण कालावधीत टूल किट व जाण्या-येण्याच्या खर्चासाठी मासिक बस पास खर्च दिला जातो. यासाठी ५०० रुपयांची अनामत रक्कम भरावी लागते. प्रशिक्षण पुर्ण झाल्यावर अनामत रक्कम परत केली जाते.
• २) महिलांसाठी स्वयंरोजगार योजनाः – याअंतर्गत पुणे महानगरपालिकेतर्फे १८ ते ४५ वयोगटातील महिलांना स्वयंरोजगारासाठी म्हणजेच स्वतःचा व्यवसाय सुरु करण्यासाठी ५००० रुपयांपर्यंत अनुदान दिले जाते.
• ३) मुलगी दत्तक योजना(लाडकी लेक दत्तक योजना) – महिलांचे प्रमाण वाढावे व स्त्री भ्रूण हत्या रोखली जावी यासाठी पुणे महानगरपालिकेने ‘ मुलगी दत्तक योजना’ सुरु केली आहे. याअंतर्गत, एप्रिल २०१३ नंतर जन्माला येणाऱ्या प्रत्येक मुलीमागे लोकसहभागातून रक्कम १०, ००० रुपये व महानगरपालिकेचे २०, ००० रुपये असे एकुण रु. ३०, ००० राष्ट्रीयीकृत बँकेत दामदुप्पट योजनेमध्ये ठेवण्यात येतील. त्याचप्रमाणे, या योजनेअंतर्गत पालकाने एका मुलीवर कुटुंब नियोजन केल्यास पालकाने स्वतः किंवा लोकसहभागातून जमा केलेली रक्कम १०, ००० रुपये व पुणे महानगरपालिकेची रक्कम ४०, ००० रुपये असे एकुण ५०, ००० रुपये राष्ट्रीयीकृत बँकेत मुलीच्या नावे दामदुप्पट योजनेत गुंतविण्यात येतील. सदरची रक्कम लाडक्या लेकीच्या लग्नासाठी, उच्च शिक्षणासाठी व भवितव्यासाठी वापरता येईल.
• ४) महिला स्वसंरक्षणः -पुणे महानगरपालिकेतर्फे १५ ते २५ वयोगटातील युवतींना स्वसंरक्षणाचे प्रशिक्षण दिले जाते. यासाठी पुणे महानगरपालिकेने शासन निर्देशानुसार १५ ते २५ वयोगटातील महिलांसाठी स्वसंरक्षणाचे प्रशिक्षण देण्यासाठी विभागाअंतर्गत शासनमान्य संस्थांचे प्रस्ताव मागवून प्रशिक्षण देणेबाबत धोरण तयार केले आहे. सध्या प्रशिक्षित मास्टर ट्रेनरमार्फत शहरामध्ये महानगरपालिकेच्या माध्यमिक शाळेत प्रशिक्षण दिले जाते. यानंतरच्या टप्प्यात वस्ती पातळीवर कायमस्वरुपी वर्ग सुरु केले जाणार आहेत.
• ५) महिला सक्षमीकरण विधवा अनुदानः -या योजनेअंतर्गत अचानक वैधव्य प्राप्त झालेल्या महिलांना रु. १०, ००० अर्थसहाय्य देण्यात येते.
• ६) महिलांसाठी पथदर्शी इनक्युबेशन सेंटर उभारणेः – पुणे महानगरपालिका व स्वयंसेवी संस्था यांच्या संयुक्त विद्यमाने सदर प्रकल्प राबविला जात आहे. यामध्ये महिलांसाठी व्यवसाय मार्गदर्शन, मार्केटिंग, कौशल्य, विक्री व्यवस्थापन, पॅकेजिंग. ब्रँडींग, कारखान्यांना भेटी, उद्योगसंधी, ग्रुप चर्चा याविषयी प्रशिक्षण दिले जाते.
• ७) शहरात महिला सबलीकरण केंद्र उभारणेः – कौटुंबिक सल्ला व मार्गदर्शन केंद्र, महिलांना कायदेविषयक मार्गदर्शन, समुपदेशन(विधवा, परित्यक्ता, घटस्फोटित, निराधार इ.), महिलाविषयक काम करणाऱ्या संस्थांची माहिती, महिला दक्षता कमिटी संदर्भात माहिती, शिवाजीनगर न्यायालय वैकल्पिक वाद निवारण केंद्रांची माहिती, दबावगट निर्मितीसाठी मार्गदर्शन, स्वसंरक्षण प्रशिक्षण, समाज विकास विभागाच्या महिलांसाठीच्या सर्व योजना, म.न.पा. आरोग्य विभागाच्या महिलांसाठीच्या सर्व योजना, महिलांचे संघटीकरण, समाजातील लोकांची मानसिकता बदलणे, आर्थिक सक्षमीकरण, स्त्री अस्तित्वाची ओळख, महिलांमधील निर्णय क्षमता, उल्लेखनीय काम करणाऱ्या महिलांचे मार्गदर्शन, महिलांनी स्वतः घ्यावयाची काळजी, शासनाच्या सर्व योजनांची माहिती एकाच ठिकाणी उपलब्ध होण्यासाठी प्रत्येक क्षेत्रिय कार्यालयाच्या पातळीवर १५ महिला सबलीकरण केंद्रांची स्थापना करण्यात आली आहे.
• ८) कन्यारत्न योजनाः  – दारिद्र्य रेषेखालील कुटुंबातील मुलींकरीता सुरु करण्यात आलेल्या योजनेअंतर्गत प्रत्येक मुलीची नोंदणी कन्यारत्न म्हणून तिच्या पहिल्या वाढदिवसाअगोदर करण्यात येईल. यानंतर पाचवी पास झाल्यानंतर मुलीला २००० रुपये तर ८ वी पास झाल्यानंतर ४००० रुपये अनुदान दिले जाते. त्यानंतर १० वी पास झाल्यानंतर ७५०० रुपये अनुदान दिले जाते. यानंतर इ. ११ वी १२ वी शिकत असताना मुलीला दरमहा २०० रुपये अनुदान दिले जाते. याशिवाय, १८ वर्षे पुर्ण झाल्यानंतर मुलीच्या लग्नासाठी किंवा उच्चशिक्षणासाठी १, ००, ००० रुपये दिले जातात.
• ९) बाल विकास केंद्रः -६ ते १३ वयोगटातील मुलामुलींसाठी बाल विकास केंद्र बचत गटांच्या सहकार्याने १० महिने चालविले जाते. यामध्ये मुलांचा सर्वांगीण विकास, गाणी, गोष्टी इत्यादीमार्फत केला जातो.
• १०) महिलांसाठी उद्योजकता विकास शिबीरः -१८ ते ४५ वयोगटातील महिलांना विविध रोजगारांच्या व प्रशिक्षणाच्या उपलब्ध संधींची माहिती देण्यासाठी उद्योजकता विकास शिबीराचे आयोजन केले जाते.
• ११) योगासन वर्गः – महिलांचे आरोग्य चांगले राहण्यासाठी महिलांच्या मागणीनुसार झोपडपट्टीत नव्याने योगासन वर्ग सुरु करण्यात आलेले आहेत. हे वर्ग सकाळ व दुपारच्या सत्रात चालविले जातात. २० महिलांनी मागणी केल्यानंतर योगासन वर्ग सुरु केला जातो व योग शिक्षिकेला २००० रुपये मानधन दिले जाते. योग शिक्षिकेला प्रत्येक महिलेकडून २० रुपये शुल्क आकारण्यास परवानगी आहे.
• १२) दहावीतील विद्यार्थिनींना खाजगी क्लाससाठी अर्थसहाय्यः – इयत्ता नववीत ५० टक्के गुण मिळवून उत्तीर्ण झालेल्या विद्यार्थिनींना इयत्ता दहावीसाठी खाजगी क्लासकरिता २००० रुपयांपर्यंत अर्थसहाय्य दिले जाते.
• १३) बारावीतील विद्यार्थिनींना खाजगी क्लाससाठी अर्थसहाय्यः – इयत्ता ११ वीमध्ये किमान ६० टक्के गुण मिळवून उत्तीर्ण विद्यार्थिनींना खाजगी क्लाससाठी १०, ००० रुपयांपर्यंतची फी दिली जाते.
• १४) सी.ई.टी. परिक्षेसाठी अर्थसहाय्यः- प्रत्येक लाभार्थीला सी.ई.टी. परिक्षेच्या तयारीसाठी १०, ००० रुपयांपर्यंतचे अनुदान दिले जाते. मात्र, विद्यार्थिनींना खासगी क्लास किंवा सी.ई.टी. यापैकी एका योजनेचा लाभ घेत येईल.
• १५) उच्च शिक्षणासाठी अर्थसहाय्यः – वैद्यकीय, संगणकविषयक, इंजिनिअरिंग, एम.बी.ए., पदवी व तत्सम शासनमान्य संस्थेत व्यावसायिक शिक्षण घेण्यासाठी शिक्षणाच्या पुर्ण कालावधीत दरवर्षी १०, ००० रुपये अर्थसहाय्य दिले जाते. यासाठी प्रत्येक वर्षी किमान ६० टक्के गुण मिळवून उत्तीर्ण होणे आवश्यक आहे.
• १६) कमवा व शिकाः -महाविद्यालयीन शिक्षण घेणाऱ्या तरुणींना कमवा व शिका योजनेअंतर्गत दरमहा ५०० रुपये अर्थसहाय्य दिले जाते. यासाठी विद्यार्थिनींना दररोज दोन तास समाजासाठी काम करावे लागते. उदाहरणार्थ, प्रौढ शिक्षण वर्ग घेणे इत्यादी
• १७) माध्यमिक शाळेतील विद्यार्थिनींनीसाठी शैक्षणिक साहित्यः – महानगरपालिकेच्या माध्यमिक शाळेतील इयत्ता आठवी ते दहावीतील विद्यार्थिनींसाठी शाळेच्या मागणीनुसार दरवर्षी शैक्षणिक साहित्य पुरविले जाते.
• १८) अनैतिक व्यवसाय करणाऱ्या महिलांच्या पुनर्वसनासाठी व्यवसाय प्रशिक्षण योजनाः अनैतिक व्यवसायात गुंतलेल्या महिलांना सन्मानाने जगता यावे, यासाठी पुणे महानगरपालिका समाज विकास विभागामार्फत अनैतिक व्यवसाय करणाऱ्या महिलांकरिता बुधवार पेठ येथे स्पोकन इंग्लिश, केटरिंग(विविध प्रकारचे मसाले तयार करणे इ. प्रशिक्षण), बेसिक व एडव्हान्स शिवण काम या तीन विषयांचे प्रशिक्षण सुरु करण्यात आले आहे.
• बचत गटांसाठीच्या योजना
  • १) बचत गटांसाठी फिरता निधी
    पुणे महानगरपालिकेच्या समाजविकास विभागाअंतर्गत स्थापन झालेल्या बचत गटांच्या स्थापनेला १ वर्ष पुर्ण झाल्यानंतर या बचत गटांना प्रत्येक सभासदाप्रमाणे रु.१००० एवढा फिरता निधी दिला जातो. याशिवाय, जास्तीत जास्त २०, ००० रुपयांपर्यंतचे अर्थसहाय्य एकदाच दिले जाते.
  • २) बचत गटांना प्रदर्शन व विक्रीसाठी अर्थसहाय्य
    सदर योजना नागरवस्ती योजनेमार्फत पुरस्कृत बचत गटातील सभासदांसाठी आहे. प्रदर्शनात सहभागी होणाऱ्या बचतगटांना किमान एक वर्ष पुर्ण झालेले असणे आवश्यक असून बचतगटांचा व्यवहार नियमित सुरु असावा. दरवर्षी साधारणतः १००० गट विविध प्रदर्शनांमध्ये सहभागी होतात. शासनाने किंवा सेवाभावी संस्थेने आयोजित केलेल्या प्रदर्शन व विक्रीसाठी येणाऱ्या खर्चाचे ८० टक्के अनुदान किंवा किमान ५००० रुपयांपर्यंतचे भाडे देता येईल.
  • ३) कागदी पिशव्या तयार करणाऱ्या बचत गटांना प्रशिक्षण
    बचत गटातील महिलांना कागदी पिशव्या तयार करण्यासाठी प्रशिक्षण दिले जाते.
  • ४) शेजार समुह गटात जनजागृतीसाठी विविध आरोग्यविषयक, शैक्षणिक, सामाजिक इत्याद विषयांवर कार्यक्रम आयोजित करुन माहिती देणे.
  • ५) बचत गटातील महिलांनी एक किंवा दोन मुलींवर कुटुंब नियोजनाची शस्त्रक्रिया केल्यास अनुदान
    एका मुलीवर १०, ००० रुपये व दोन मुलींवर ५००० रुपये प्रमाणे रक्कम युनिट ट्रस्ट ऑफ इंडियाच्या वैकल्पित ग्रोथ फंडात १८ वर्षांच्या मुदतीसाठी गुंतविण्यात येणार आहे. सदर रक्कम १९ वर्षे पुर्ण झाल्याशिवाय काढता येणार नाही. १८ वर्षे पुर्ण होण्याच्या आत मुलीचे लग्न केल्यास रक्कम महानगरपालिकेकडे वर्ग करण्यात येईल.
