DAY NRLM Full form Deen Dayal Antyodaya Yojana National Rural Livelihoods Mission DAY-NRLM is one of the Government of India scheme for helping the poor by providing skill training. The Government of India has provisioned ₹500 crore for the scheme. The objective of the scheme is to train 0.5 million people in urban areas per annum from 2016. In rural areas the objective is to train 1 million people by 2017. Further, in urban areas, services like SHG promotion, training centres, vendors markets, and permanent shelters for homeless. The aim of the scheme is skill development of both rural and urban India as per requisite international standards.

दीन दयाल अंत्योदय योजना या DAY कौशल प्रशिक्षण प्रदान करके गरीबों की मदद करने के लिए भारत सरकार की एक योजना है। भारत सरकार ने इस योजना के लिए ₹500 करोड़ का प्रावधान किया है। इस योजना का उद्देश्य 2016 से प्रति वर्ष शहरी क्षेत्रों में 0.5 मिलियन लोगों को प्रशिक्षित करना है। ग्रामीण क्षेत्रों में 2017 तक 10 लाख लोगों को प्रशिक्षित करने का लक्ष्य है। इसके अलावा, शहरी क्षेत्रों में, SHG प्रोत्साहन, प्रशिक्षण केंद्र, विक्रेता बाजार जैसी सेवाएं, और बेघरों के लिए स्थायी आश्रय। इस योजना का उद्देश्य अपेक्षित अंतरराष्ट्रीय मानकों के अनुसार ग्रामीण और शहरी भारत दोनों का कौशल विकास करना है।

दीन दयाल उपाध्याय अंत्योदय योजना के दो घटक हैं एक शहरी भारत के लिए और दूसरा ग्रामीण भारत के लिए। शहरी घटक को केंद्रीय आवास और शहरी गरीबी उपशमन मंत्रालय द्वारा लागू किया जाएगा जबकि ग्रामीण घटक को दीन दयाल उपाध्याय ग्रामीण कौशल योजना के रूप में नामित किया जाएगा, जिसे केंद्रीय ग्रामीण विकास मंत्रालय द्वारा लागू किया जाएगा।

दीन दयाल उपाध्याय ग्रामीण कौशल्या योजना

योजना के तहत, केंद्रीय ग्रामीण विकास मंत्रालय विशेष रूप से ग्रामीण भारत में बेरोजगारी की समस्या के समाधान के लिए बड़े पैमाने पर कौशल विकास प्रशिक्षण केंद्र शुरू करेगा।

ग्रामीण योजना की मुख्य विशेषताएं •

• योजना का लक्ष्य तीन साल में यानी 2017 तक 10 लाख (1 मिलियन) ग्रामीण युवाओं को रोजगार के लिए प्रशिक्षित करना है।
• आजीविका कौशल कार्यक्रम के तहत 18 वर्ष की तुलना में योजना के तहत प्रवेश के लिए न्यूनतम आयु 15 वर्ष है।
• ग्रामीण क्षेत्र में बेरोजगारी की समस्या का समाधान करने के लिए कौशल विकास प्रशिक्षण केंद्र शुरू किए जाएंगे।
• योजना के तहत प्रदान किए गए कौशल को अब अंतरराष्ट्रीय मानकों के खिलाफ बेंचमार्क किया जाएगा और यह प्रधानमंत्री के मेक इन इंडिया अभियान का पूरक होगा।
• कौशल्या योजना ग्रामीण युवाओं को कौशल प्रदान करने के लिए अंतरराष्ट्रीय खिलाड़ियों सहित अलग-अलग सक्षम व्यक्तियों को प्रशिक्षण प्रदान करने और निजी खिलाड़ियों में चिप लगाने की आवश्यकता को भी संबोधित करेगी।

शहरी क्षेत्रों के लिए दीन दयाल उपाध्याय अंत्योदय योजना

शहरी क्षेत्रों के लिए दीन दयाल उपाध्याय अंत्योदय योजना (डीएवाई) के तहत लगभग पूरी शहरी आबादी को कवर करते हुए सभी 4041 वैधानिक शहरों और कस्बों तक कवरेज का विस्तार किया गया है। वर्तमान में, सभी शहरी गरीबी उन्मूलन कार्यक्रमों में केवल 790 कस्बों और शहरों को शामिल किया गया है।

शहरी योजना की मुख्य विशेषताएं योजना पर ध्यान दिया जाएगा|

• प्रत्येक शहरी गरीब को 15,000 रुपये से 18000 रुपये के खर्च के साथ कौशल प्रदान करना|
• व्यक्तिगत सूक्ष्म उद्यमों की स्थापना के माध्यम से स्वरोजगार को बढ़ावा देना और समूह उद्यमों के लिए 10 लाख रुपये की लागत वाली व्यक्तिगत परियोजनाओं के लिए ब्याज सब्सिडी के साथ समूह उद्यम स्थापित करना। सब्सिडी वाली ब्याज दर 7 फीसदी होगी|
• शहरी आजीविका केंद्रों के माध्यम से बाजारोन्मुखी कौशल प्रदान करके शहरी नागरिकों की भारी मांग को पूरा करने के लिए शहरी गरीबों को प्रशिक्षण देना। प्रत्येक केंद्र को 10 लाख रुपये का पूंजीगत अनुदान दिया जाएगा।
• शहरी गरीबों को वित्तीय और सामाजिक जरूरतों को पूरा करने के लिए प्रति समूह 10000 रुपये की सहायता से स्वयं सहायता समूहों को सक्षम करना, जिन्हें बदले में बैंक लिंकेज के साथ मदद की जाएगी। 
• विक्रेताओं के कौशल को बढ़ावा देने के अलावा विक्रेता बाजारों का विकास|
• शहरी बेघरों के लिए स्थायी आश्रयों का निर्माण और अन्य आवश्यक सेवाओं का प्रावधान।

DAY NRLM Complete History

1. Aajeevika – National Rural Livelihoods Mission (NRLM) was launched by the Ministry of Rural Development (MoRD), Government of India in June 2011.
2. Aided in part through investment support by the World Bank, the Mission aims at creating efficient and effective institutional platforms of the rural poor, enabling them to increase household income through sustainable livelihood enhancements and improved access to financial services.
3. NRLM set out with an agenda to cover 7 Crore rural poor households, across 600 districts, 6000 blocks, 2.5 lakh Gram Panchayats and 6 lakh villages in the country through self-managed Self Help Groups (SHGs) and federated institutions and support them for livelihoods collectives in a period of 8-10 years.
4. In addition, the poor would be facilitated to achieve increased access to rights, entitlements and public services, diversified risk and better social indicators of empowerment. DAY-NRLM believes in harnessing the innate capabilities of the poor and complements them with capacities (information, knowledge, skills, tools, finance and collectivization) to participate in the growing economy of the country.
5. In November 2015, the program was renamed Deendayal Antayodaya Yojana (DAY-NRLM).

DDU-AY NRLM Scheme Details

The initial scheme Swarnajayanti Gram Swarozgar Yojana (SGSY) was launched in 1999. It was renamed as National Rural Livelihood Mission in 2011. Finally they were merged into DDU-AY.

• The SGSY was somewhat intended to provide self-employment to millions of villagers. The programmed aims at bringing the assisted poor families above the poverty line by organizing them into self-help groups (SHGs) through a mix of bank credit and government subsidy.
• The main aim of these SHGs was to bring these poor families above the poverty line and concentrate on income generation through combined effort.
• The Swarna Jayanti Swarozgar Yojna (SGSY) has been renamed as National Rural Livelihood Mission (NRLM). With this the scheme will be made universal, more focused and time bound for poverty alleviation by 2014.
• Purpose of Extended to all the 4,042 statutory cities and towns of the country, DAY-NULM aims at reducing urban poverty by improving livelihood opportunities through skill training and skill up-gradation for self-employment, subsidized bank loans for setting up micro-enterprises, organizing urban poor into self-help groups, among others.
