ZP Kamva ani Shika Yojana is known as Karmaveer Bhaurao Patil Yojana – Through the Zilla Parishad Social Welfare Department, ‘Kamwa ani Shika’ scheme is being implemented to provide employment opportunities to the backward class students. Pune has become the first Zilla Parishad to experiment with such a method of simultaneous education and employment. Youths will also be able to experience administrative work for three consecutive years like government employees in various departments of Zilla Parishad. Due to this scheme, the administrative work has been speeded up. Therefore, in the current financial year, new students will be given the opportunity to work, the information was given by the social welfare department of ZP.

कमवा शिका योजनेतून एकाच वेळी शिक्षण आणि रोजगारदेखील..!

जिल्हा परिषद समाजकल्याण विभागामार्फत मागासवर्गीय विद्यार्थ्यांना रोजगाराच्या संधी उपलब्ध होण्यासाठी ‘कमवा व शिका’ ही योजना राबविण्यात येत आहे. अशा पद्धतीचा एकाचवेळी शिक्षण व रोजगाराचा प्रयोग करणारी पुणे ही पहिलीच जिल्हा परिषद ठरली आहे. युवकांना जिल्हा परिषदेच्या विविध विभागांत सरकारी कर्मचाऱ्यांप्रमाणे सलग तीन वर्षे प्रशासकीय कामांचा अनुभवही घेता येणार आहे. या योजनेमुळे प्रशासकीय कामकाज गतिमान झाले आहे. त्यामुळे चालू आर्थिक वर्षांत नव्याने विद्यार्थ्यांना काम करण्याची संधी दिली जाणार आहे, अशी माहिती झेडपीच्या समाजकल्याण विभागाकडून देण्यात आली.

Eligibility for ZP Kamva ani Shika Yojana – कमवा शिका योजनेतून अनुसूचित जाती, जमाती, भटक्‍या विमुक्त जाती-जमातींच्या 18 ते 22 वयोगटातील बारावी उत्तीर्ण विद्यार्थ्यांना पुणे जिल्हा परिषदेच्या कार्यालयात तीन वर्षे प्रशासनासोबत काम करता येईल. पहिल्या वर्षी 8 हजार रुपये, दुसऱ्या वर्षी 9 हजार रुपये आणि तिसऱ्या वर्षी 10 हजार रुपये मासिक मानधन दिले जाते. या विद्यार्थ्यांनी तीन वर्षे काम केल्यानंतर त्यांना इंदिरा गांधी राष्ट्रीय मुक्त विद्यापीठाची पदवी मिळते.

Selection Process अशी होईल निवड – कमवा शिका योजनेतून काम करण्याची संधी मिळण्यासाठी विद्यार्थ्यांना लेखी परीक्षा द्यावी लागेल. त्यानंतर मुलाखतीमधून विद्यार्थ्याची निवड केली जाते. परीक्षा कधी होणार यासंदर्भात सविस्तर माहिती लवकरच जाहीर केले जाईल. ही परीक्षा एमकेसीएलमार्फत घेण्यात येणार आहे, अशी माहिती झेडपीकडून देण्यात आली.

Experience Certificate अनुभव प्रमाणपत्र देणार – कमवा व शिका योजनेसाठी निवड झालेल्या उमेदवारांना सलग तीन वर्षे प्रशासकीय कामाचा अनुभव घेता येणार आहे. या सर्वांना त्यांचा कार्यकाल संपल्यानंतर जिल्हा परिषदेच्यावतीने अनुभव प्रमाणपत्रही दिले जाणार आहे. या उपक्रमामुळे मागासवर्गीय विद्यार्थ्यांना उच्च शिक्षण, प्रशासकीय कामाचा अनुभव, मानधन आणि अनुभव प्रमाणपत्र असा एकाचवेळी चार प्रकारचा लाभ मिळणार आहे. या अनुभवाचा फायदा विद्यार्थ्यांना प्राप्त होणार आहे.

REQUIRED DOCUMENTS FO ZP Kamva ani Shika Yojana / आवश्यक कागदपत्रे:

1. आधार कार्ड
2. जात प्रमाणपत्र
3. शिधापत्रिका- मागील आणि पुढील बाजू
4. दहावी उतीर्ण प्रमाणपत्र
5. बारावी उत्तीर्ण प्रमाणपत्र (बारावी परीक्षेला बसलेले विद्यार्थी हे त्यांचे हॉल तिकीट अपलोड करू शकतात परंतु प्रत्यक्ष मुलाखतीच्या दिवसा पर्यन्त त्यांनी पास होणे आणि तसे प्रमाणपत्र दाखवणे आवश्यक )
6. सक्षम अधिकार्‍याने दिलेले दारिद्रय रेषेखालील असल्याचे प्रमाणपत्र असल्यास
7. सक्षम अधिकार्‍याने दिलेला उत्पन्न दाखला
8. MS-CIT संगणक परीक्षा उत्तीर्ण असल्याचे प्रमाणपत्र

Features of Kamva v Shika Yojana / Karmaveer Bhaurao Patil Yojana:

1. This scheme is implemented at university level for post graduate department and at college level for graduate department.
2. To provide financial assistance to economically weaker, needy and promising students for acquiring higher education.
3. To strive to cultivate the dignity of human labor through the students.
4. Motivating students towards self employment.
5. Making students knowledge servants.
6. Creating awareness of work culture.
7. Students can benefit from the experience gained by doing various types of work under the Earn and Learn scheme.

Important Rules of Karmaveer Bhaurao Patil Yojana

1. Students who are poor but intelligent and promising are admitted in this scheme.
2. Students are selected by an advisory committee.
3. Annual family income of students Rs. Should not exceed 1 lakh.
4. Preference will not be given to students who are receiving Government of India scholarships or similar scholarships from State Governments. Such students are admitted as per the decision of the advisory committee if the seats are vacant.
5. Colleges admitting students belonging to rural tribal areas, scheduled castes and special backward classes are given 90% and 100% amount respectively.
6. For other components, 75 percent financial assistance is provided by the university and the remaining 25 percent has to be borne by the college.

ZP Kamva ani Shika Yojana Eligibility/Eligibility:

1. The Kamwa and Shika scheme will be applicable for regular students pursuing higher education in the degree or post-graduate category from the universities and various post-graduate departments of the state.
2. This scheme is implemented through the concerned affiliated college.
3. It will be mandatory for the college to take the approval of the university every year to implement the ‘earn and learn’ scheme.
4. Colleges which will implement the scheme effectively using the guidelines of SARAD scheme are given priority in the next year.
5. It is being used daily in many universities and colleges of the state.

Karmaveer Bhaurao Patil Yojana Application Procedure:

1. The authority to approve the implementation of the said scheme in the college/post-graduate academic department of the university is Hon. Director is Student Development.
2. A proposal must be submitted to the office of ‘Director Student Development’ in a specific format for approval.
3. Notice regarding the admission of ‘Earn and Learn’ scheme should be posted on the notice board of the college and notices should be given in each class calling for submission of applications in the prescribed format.

Activities to be done under Kamva ani Shika Yojana

1. Students participating in Bhaurao Karmaveer Patil Yojana (Earn and Learn) have to do the following mentioned tasks. But according to the local conditions, with the approval of the advisory committee, other works can be included keeping in mind the need of the college.
2. Office works – Works in administrative department, library, laboratory and other departments, etc.
3. Technical tasks – computer tasks, xerox machines, operating telephone booths, etc.
4. Field work – Garden maintenance, tree maintenance in the area, construction and maintenance of playgrounds, cleaning of premises, making vermicomposting projects, setting up nursery units, etc.

Earn and Learn Scheme Working Hours:

1. A student can be given a maximum of three hours of office work each day.
2. On the days when the office is a holiday, the office work will be closed and the absence of the students will be noted on the attendance sheet.
3. A maximum of three hours of field work can be given to a student.Fold work can be done even on days when the office has a holiday.

ZP Kamva ani Shika Scheme Rate of Work and Mode of (Remuneration) Payment:

1. The student working in the scheme is paid Rs.45 per hour as remuneration for the work done by him.
2. Colleges will be informed of any change/amendment in the honorarium to be paid to the students by the University Authority Board.
3. The total amount of remuneration payable to him is credited to the student’s bank account through a check after calculating the total hours of work done by him every month.
4. After issuing the cheque, the check number is mentioned on the attendance sheet in front of the student’s name and the student’s signature is taken to acknowledge receipt of the cheque.
5. The college implementing this scheme is required to open a separate bank account for this scheme and that account is operated under the joint signature of the Principal and the Student Welfare Officer.
