पंतप्रधान आवास योजनेंतर्गत ठाणे महापालिकेत दीड हजार परवडणारी घरे

ठाणे महापालिकेचा बेतवडे येथे गृहप्रकल्प. पंतप्रधान आवास योजनेंतर्गत ठाणे पालिकेच्या वतीने बेतवडे येथे आर्थिक दुर्बल घटकांसाठी एक हजार ४४१ परवडणारी घरे उभारण्यात येणार आहेत. या ठिकाणी महापालिकेला दोन सरकारी भूखंडी उपलब्ध करण्यात आले आहेत. या भूखंडावर सार्वजनिक खासगी भागीदारीतून (पीपीपी) गृहप्रकल्प राबवण्यात येणार आहे.
विकसक नियुक्त करण्याची प्रक्रिया सुरू करण्यात आली आहे. महापालिकेने वास्तुविशारद, पीपीपी एक्स्पर्ट व ट्रान्झॅक्शन ऍडवायझरी म्हणून ‘क्रिसिल’ या संस्थेची नियुक्ती केली आहे. महापालिका क्षेत्रातील क्रिसिलकडून प्रकल्पाबाबत व्यावसायिक व्यवहार्यता अहवाल सादर केल्यानंतर निविदा प्रक्रिया पूर्ण करून ही योजना कार्यान्वित करण्यासाठी महापालिका आयुक्त अभिजीत बांगर यांनी बुधवारी (ता. १३) आढावा बैठक घेतली. एकूण एक हजार ४४१ घरांपैकी १८८ प्रकल्पबाधितांना दोन लाख रुपये इतका आर्थिक हिस्सा करून त्यांना सदनिका देण्यात येणार असल्याचे सूत्रांनी सांगितले.

काय आहे योजना?

1. सदनिका ३० चौरस मीटर चटईक्षेत्र इतक्या मोजमापाच्या असणार आहेत. या कामाची निविदा पीपीपी तत्त्वावर काढण्यात येणार आहे.
2. जो निविदाकार एक हजार ४४१ सदनिकांपेक्षा अधिक सदनिका (पाच वर्षांच्या देखभाल व दुरुस्तीसह) त्याच्या स्वखर्चाने महापालिकेस बांधून देईल, अशा विकसकाची नियुक्ती करण्यात येणार आहे.
3. विकसकास या व्यतिरिक्त व्यावसायिक विक्री करण्याची मुभा राहणार आहे.
4. केंद्र सरकारमार्फत प्रतिसदनिका दीड लाख राज्यामार्फत रुपये एक लाख याप्रमाणे अनुदान मिळणार आहे.

बैठकीला क्रिसिलमार्फत सदर योजनेचा सुधारित प्रस्ताव सादर करण्यात आला. या अनुषंगाने संबंधित कामाची निविदा प्रक्रिया तातडीने पूर्ण करणे, विकासक नियुक्त करणे आदी कामे जलदगतीने पूर्ण करून १५ फेब्रुवारी २०२४ रोजी प्रत्यक्षात या कामास सुरुवात होण्याच्या दृष्टीने नियोजन करण्याच्या सूचना संबंधित अधिकाऱ्यांना आयुक्त अभिजीत बांगर यांनी दिल्या. या बैठकीस नगर अभियंता प्रशांत सोनग्रा कार्यकारी अभियंता मोहन कलाल तसेच क्रिसिल या संस्थेचे प्रतिनिधी उपस्थित होते.

Eligibility for Pradhan Mantri Awas Yojana

पात्रता

प्रधानमंत्री आवास योजनेंतर्गत केंद्र शासनाच्या मार्गदर्शक तत्वानुसार झोपडपट्टीवासीय, आर्थिकदृष्ट्या दुर्बल घटकातील व्यक्ती, अल्प उत्पन्न गटातील व्यक्ती, या योजनेखाली पात्र ठरविण्यात येणार आहेत. लाभार्थ्यांच्या कुटुंबाच्या व्याख्येत पती, पत्नी व त्यांच्या कुटुंबातील व्यक्तींच्या नावे भारतात कोठेही पक्के घर नसावे. तसेच स्वप्रमाणपत्र (Self Certification)अनुज्ञेय करण्यासाठी केंद्र शासनास विनंती करण्यात आली आहे.

केंद्र व राज्य शासनाचा आर्थिक सहभाग

1. केंद्र शासनाने जाहीर केलेल्या “सर्वांसाठी घरे-२०२२” या संकल्पनेवर आधारित प्रधानमंत्री आवास योजनेमध्ये जमिनीचा साधनसंपत्ती म्हणून वापर करुन त्यावरील झोपडपट्ट्यांचा “आहे तेथेच” पुनर्विकास केला जाईल. कर्ज संलग्न व्याज अनुदानाच्या माध्यमातून आर्थिकदृष्ट्या दुर्बल आणि अल्प उत्पन्न घटकांसाठी परवडणाऱ्या घरांची निर्मिती करण्यात येणार आहे. खाजगी भागीदारीद्वारे परवडणाऱ्या घरांची निर्मिती केली जाईल. आर्थिकदृष्ट्या दुर्बल घटकातील लाभार्थ्यांद्वारे वैयक्तिक स्वरुपातील घरकुल बांधण्‍यास अनुदान देण्यात येणार आहे.
2. जमिनीचा साधनसंपत्ती म्हणून वापर करुन त्यावरील झोपडपट्यांचा ‘आहे तेथेच’ पुनर्विकास करण्यासाठी (SAR लागू असलेली शहरे वगळून) केंद्र व राज्य शासनाकडून एक लाख, कर्ज आधारित व्याज अनुदानाच्या माध्यमातून आर्थिकदृष्ट्या दुर्बल आणि अल्प उत्पन्न घटकांसाठी परवडणाऱ्या घरांची निर्मिती करण्यासाठी केंद्र शासनाकडून रु.६ लाखापर्यंतच्या कर्जावर १५ वर्षासाठी ६.५ टक्के इतके व्याज अनुदान तर राज्य शासनाकडून एक लाखापर्यंत, खासगी भागीदारीद्वारे परवडणाऱ्या घरांची निर्मिती करण्याच्या प्रकल्पात किमान ३५ टक्के घरे आर्थिकदृष्ट्या दुर्बल प्रवर्गासाठी असावीत. एका प्रकल्पात किमान २५० घरे असावीत. यासाठी केंद्र शासनाकडून दीड लाख तर राज्य शासनाकडून एक लाखापर्यंत अनुदान देण्यात येणार आहे. आर्थिकदृष्ट्या दुर्बल घटकातील लाभार्थ्यांद्वारे वैयक्तिक स्वरुपातील घरकुल बांधण्यास केंद्र शासनाकडून दीड लाख तर राज्य शासनाकडून एक लाखापर्यंत अनुदान देण्यात येणार आहे.

लाभार्थ्यांची प्रतिवर्ष आर्थिक मर्यादा

1. प्रधानमंत्री आवास योजनेंतर्गत आर्थिकदृष्ट्या दुर्बल घटकातील लाभार्थी प्रतिवर्ष आर्थिक मर्यादा तीन लक्ष (३० चौ. मीटरपर्यंतच्या क्षेत्रासाठी), अल्प उत्पन्न गटातील लाभार्थी (केवळ घटक क्र. 2 साठी) लाभार्थी प्रतिवर्ष आर्थिक मर्यादा रु. तीन लाख ते सहा लाख (६० चौ. मीटरपर्यंतच्या क्षेत्रासाठी) इतकी आहे.

राज्यस्तरीय सुकाणू अभिकरण

प्रधानमंत्री आवास योजनेतील विविध घटकांपर्यंत प्राप्त होणाऱ्या प्रस्तावांची छाननी करण्यासाठी सुकाणू अभिकरण म्हणून

1. घटक क्र १ : झोपडपट्यांच्या पुनर्विकासाचे प्रकल्प झोपडपट्टी पुनर्वसन प्राधिकरण, मुंबई,
2. घटक क्र. २ : कर्जधारित व्याज अनुदान प्रकल्प राज्यस्तरीय बँकर्स समिती,
3. घटक क्र.३ : भागीदारी तत्वावर परवडणारी घरे निर्माण करण्याचे प्रकल्प महाराष्ट्र गृहनिर्माण व क्षेत्रविकास प्राधिकरण,
4. घटक क्र.४ : वैयक्तिक घरकुल बांधण्याचे प्रकल्प, महाराष्ट्र गृहनिर्माण व क्षेत्रविकास प्राधिकरण यांची नेमणूक करण्यात आली आहे.
   प्रधानमंत्री आवास सर्वांसाठी घरे योजनेंतर्गत महाराष्ट्रातील ३२ प्रकल्पांमधील एक लाख ७६ हजार घरकुलांचे प्रस्ताव केंद्र शासनाकडे पाठविण्यात आले आहेत.

पीएम आवास योजनेच्या नियमांमध्ये सरकारने केले मोठे बदल

• केंद्र सरकारने या योजनेच्या नियमांमध्ये मोठे फेरबदल केले आहेत, या बदलांकडे दुर्लक्ष केल्यास तुम्हाला नुकसान होऊ शकते.
• सरकारने केलेल्या नव्या नियमांनुसार, सरकार आता पहिली पाच वर्षे तुम्ही त्या घरात राहता की नाही याची पाहणी करणार आहे. जर तुम्ही या घरात राहत असाल तरच या कराराला लीज डीडमध्ये बदललं जाईल.
• अन्यथा नव्या नियमांतर्गत विकास प्राधिकरण तुमच्यासोबत केलेला करार रद्द करेल. तसेच तुम्हाला तुमची रक्कमही परत मिळणार नाही.
• एकंदरीत आता यामध्ये होणारी गडबड बंद होणार आहे.त्याबरोबरच शहरी प्रधानमंत्री आवास योजनेंतर्गत बनवण्यात येत असलेले फ्लॅटही आता फ्री होल्ड असणार नाहीत.
• म्हणजेच पाच वर्षांनंतरही लोकांना लीजवर राहावं लागेल. प्रधानमंत्री आवास योजनेंतर्गत घर घेऊन नंतर ते भाड्याने देतात, अशा लोकांवर अंकुश ठेवण्यासाठी सरकारने हा निर्णय घेतला आहे.
• प्रधानमंत्री आवास योजनेतील नियमांनुसार जर कुठल्या लाभार्थ्याचा मृत्यू झाला तर त्याची संपत्ती ही कुटुंबातीच सदस्यांनाच लीज हस्तांतरीत होईल. सरकार कुठल्या अन्य कुटुंबांसह कुठलेही अॅग्रिमेंट करणार नाही.
• या अॅग्रिमेंटनुसार लाभार्थ्यांना पाच वर्षांपर्यंत घराचा वापर करावा लागेल. त्यानंतर आवासची लीज परत केली जाईल.

Pradhan Mantri Awas Yojana (PMAY-U)

1. Candidates go to the official website of Pradhan Mantri Gramin Yojana http://pmayg.nic.in/ DATA ENTRY
2. Click on PMAY Rural Online Application login link will open.
3. After the login the registration with the help of username-password mixed with Panchayat and Block level.
4. After login, change the username and password as per your convenience.
5. After this you will see 4 options on PMAY Online Login Portal.
6. First PMAY G online application, second verification of your photograph of the residence, thirdly downloading the acceptance letter, then preparing the order sheet for the fourth option. Out of these, click on PMAY G Online Registration.
7. After opening the registration form, four types of details First Personal Details, Second Bank A/C Details, Third Convergence Details, Fourth Details From Concern Office have to be filled in the registration form.
8. After filling all the information, provide all the information of the head of your panchayat.
