The state government has allocated Rs. 204 crore in its budget to implement the scheme. The benefit of the Magel Tyala Shettale scheme will be transferred directly in the bank accounts of farmers. According to the notification, the eligible farmer will get Rs. 50,000 directly in their bank accounts to construct a pond in their farm land.

1. लहरी पावसावर अवलंबून राहून शेती करणाऱ्याा जिल्ह्यातील शेतकऱ्यांना उन्हाळ्यातही दुबार पीक घेण्याची नामी संधी सरकारच्या शेततळे योजनेच्या माध्यमातून उपलब्ध झाली आहे. शेततळे खोदकामास भरीव आर्थिक तरतूद असणाऱ्या मुख्यमंत्री शाश्वत कृषी सिंचन योजनेचा विस्तार करून सरकारने विविध आकारमानाच्या शेततळ्यांसाठी कमाल ७५ हजार रकमेच्या मर्यादित २०२२-२३ या आर्थिक वर्षापासून महाडीबीटी प्रणालीद्वारे, ऑनलाइन सोडतीद्वारे लाभार्थीची निवड करून योजना अंमलबजावणीस सुरुवात केली आहे.
2. पात्रतेसाठी निकष ? बँक खात्यावर अनुदान – शेतकऱ्यांच्या नावे असलेला ७/१२, ८ अ (किमान ०.२० हे क्षेत्र असावे), आधार कार्ड, आधार लिंक बँक पासबुक छायांकित प्रत, सामाईक क्षेत्र असलेल्या शेतकऱ्यांनी इतर खातेदारांचे सहमती पत्र सादर करणे आवश्यक आहे. हमीपत्र, जातीचा दाखला इत्यादी कागदपत्रे महाडीबीटी पोर्टलवर अपलोड करावीत. https://mahadbtmahait.gov.in येथे अर्ज करावा.
3. शेतकऱ्याने निवड केलेल्या आकारमानाचे अनुदान – शेततळे खोदकामाचे कामकाज पूर्ण केल्यावर प्रत्यक्ष मोजमापाद्वारे व मंजूर मापदंडाप्रमाणे अनुज्ञेय असलेले अनुदान संबंधित शेतकऱ्याच्या आधार क्रमांकास संलग्न असलेल्या बँक खात्यावर पीएफएमएस प्रणालीद्वारे वर्ग करण्यात येईल.
4. शेतकऱ्यांना विविध योजनांचा लाभ देण्याकरिता एकच अर्ज या तत्त्वावर मुख्यमंत्री शास्वत सिंचन योजनेंतर्गत शेततळे ही योजना महाडीबीटी प्रणालीद्वारे राबवून योजना अंमलबजावणीतील पारदर्शकता सुनिश्चित केली आहे.
5. या योजनेचा विस्तार करून अनुदानात वाढ केल्यामुळे शेततळे खोदकामासाठी येणारा खर्च करणे शेतकऱ्यांना शक्य होणार आहे.

महाराष्ट्र राज्यातील प्रत्येक शेतकऱ्याला त्याच्या शेतजमिनीसाठी नियमित आणि अखंड पाणीपुरवठा उपलब्ध करून देण्याचे शासनाचे धोरण आहे, त्यानुसार दिनांक 9 फेब्रुवारी 2016 रोजी झालेल्या मंत्रिमंडळाच्या बैठकीमध्ये मागेल त्याला शेततळे योजना मंजूर करण्यात आली. हि योजना शासनाची अत्यंत मात्वाकांक्षी योजना आहे, या योजनेंतर्गत राज्यातील पाणी टंचाई ग्रस्त, संकटग्रस्त जिल्ह्यांमधील अल्पभूधारक शेतकऱ्यांचा समावेश करण्यात आला आहे.

Shettale Yojana Overview

• या योजनेंतर्गत विविध आकारमानाच्या शेततळ्याची मागणी करता येईल, या मध्ये जास्तीत जास्त 30 x 30 x 3 मीटर या आकारमानाचे व कमीतकमी इनलेट आणि आउटलेटसह प्रकारामध्ये किमान 15 x 15 x 3 मीटर या आकारमानाचे शेततळे घेता येईल आणि तसेच इनलेट आउटलेट विरहित प्रकारामध्ये किमान 20 x 15 x 3 मीटर या आकारमानाचे शेततळे घेता येईल, मागेल त्याला शेततळे योजना अनुदान पद्धतीने राबविण्याचा शासनाचा निर्णय आहे.
• या योजनेंतर्गत 30 x 30 x 3 मीटर शेततळ्यासाठी 50,000/- रुपये इतके कमाल अनुदान निश्चित करण्यात आले आहे, इतर शेततळ्यासाठी आकारमानानुसार अनुदान देय राहील.
• या योजनेमध्ये जास्तीत जास्त पाच शेतकऱ्यांना गट करून सामुदाईकरित्या शेततळ्याची मागणी करता येईल या शेततळ्याचे आकारमान शासनाच्या नियमाप्रमाणे लागू असलेल्या आकारमानानुसार राहील.
• तसेच त्यांना मिळणारे अनुदान व पाण्याचा वापार, पाण्याची हिस्सेवारी याबाबत सबंधित शेतकऱ्यांनी 100 रुपयांच्या स्टँम्प पेपरवर करार करावा आणि तो अर्जासोबत सादर करणे अनिवार्य राहील.

Objectives of Magel Tyala Shettale Yojana 2023

1. In the last few years, the amount of rainfall in Maharashtra has become low and erratic. Therefore, it is having an adverse effect on the crops which are completely dependent on rain in dryland areas and its production.
2. Farmers have demanded to provide farms in order to prevent rain fall and water scarcity and damage to crops.
3. Increasing the availability of irrigation through catchment and water conservation for rainfed dryland agriculture in the state as farms are useful for bringing sustainability in agricultural production as well as overcoming drought.
4. Also, in order to create protected and sustainable irrigation facilities, the Hon’ble Chief Minister, considering the above situation, announced Magel Aye Shetale Yojana at Nagpur in the winter session.
5. The creation of farms has helped to raise the standard of living of the farmers by increasing the production and income of the farmers.

Subsidy under the Shettale Anudan Yojana

• The government has decided to implement the Shetale scheme on a subsidy basis
• In the first phase, 51,500 farm plots have been approved on a priority basis in the villages in the scarcity-affected areas, which have announced a payment of less than 50 paise per year in the last five years.
• Under this scheme, 51,000 farms will be taken up in the first phase, if the demand is more than that, the number will be increased accordingly.
• Persons below poverty line (BPL) and heirs of families in which suicide has occurred will be given first preference in the selection process by exempting them from the seniority list.
• Also, the beneficiaries will be selected as the first priority for the applicant requesting the farm. Under this scheme seven types of farm size have been fixed, the largest size of farm is 30 x 30 x 3 m and the smallest size is 15 x 15 x 3 m.
• Lotus subsidy of Rs.50,000/- has been fixed for a farm of size 30 x 30 x 3 meters, for other farms the subsidy will be payable according to the size, if the expenditure is more than Rs.50,000/- the remaining amount has to be spent by the beneficiaries themselves.

Shetale Yojana Details & Application Form

• The application to claim the farm has to be submitted online. At the district level Hon. A review and coordination committee under the chairmanship of the guardian minister will oversee the scheme. There will be a committee under the chairmanship of the Collector at the district level for plan implementation, control and coordination. The taluka level committee will give approval to the farm.
• Machines can be used for construction of farms, if requested, the Shetale Yojana will be implemented through the Commissionerate of Agriculture.
• After the completion of the farm work, the subsidy amount will be directly deposited in the beneficiary’s account, the funds required for this scheme under the Drought Mitigation Measures scheme in the year 2015-16 through supplementary demand of Rs. 50 crores and in the year 2016-17 Rs. 207.50 crores. This amount of funds will be made available through the Relief and Rehabilitation Department. Employment Guarantee Scheme Department is implementing this scheme as the nodal department.
• As farms are useful to bring sustainability in agricultural production and to overcome drought, the government is taking the Farm Farms Scheme to increase the availability of irrigation through catchment and water conservation and to create protected and sustainable irrigation facilities for rain-fed dryland agriculture in the state.

• या योजनेंतर्गत कृषी विभागाचे सहाय्यक किंवा कृषी सेवक यांनी निश्चित केलेल्या ठिकाणी शेततळे बांधणे बंधनकारक राहील
• शेततळे तयार करण्याचा आदेश मिळाल्यापासून शेततळ्याचे काम तीन महिन्यात पूर्ण करणे बंधनकारक राहील
• लाभार्थी शेतकऱ्यांनी स्वतःच राष्ट्रीय बँक किंवा इतर बँकमधील खाते क्रमांक सबंधित कृषी सहाय्यक किंवा कृषी सेवक यांच्याकडे पासबुकच्या झेरॉक्ससह सादर करावा
• शेततळ्याच्या कामासाठी कोणतीही आगाऊ रक्कम मिळणार नाही
• शेततळ्याच्या बांधावर आणि पाण्याच्या प्रवाहाच्या भागामध्ये स्थानिक प्रजातीच्या वनस्पतींची लागवड करावी
• शेततळ्याच्या दुरस्तीची आणि निगा राखण्याची जवाबदारी संबधित शेतकऱ्यांची राहील, पावसाळ्यात शेततळ्यात गाळ वाहून येणार नाही अथवा साचणार नाही यासाठी व्यवस्था शेतकऱ्यांनी स्वतः करावी
• लाभार्थी शेतकऱ्याच्या 7/12 उताऱ्यावर शेततळ्याची नोंद घेणे बंधनकारक आहे
• शासनाच्या नियमाप्रमाणे मंजूर शेततळे तयार करणे बंधनकारक राहील, तसेच शेततळे पूर्ण झाल्यावर शेततळे योजनेचा बोर्ड लाभार्थ्याने स्वखर्चाने लावणे बंधनकारक आहे
• इनलेट आउटलेटची सोय असावी आणि शेततळ्याच्या प्लास्टिक अस्तरीकरणाचा खर्च स्वतः लाभार्थ्याने करावा

• A farmer should have a minimum of 0.60 hectares of land in his name, there is no upper limit
• The beneficiary farmer’s land will need to be technically suitable for farming, so that rainwater run-off can be collected or recharged in the farm.
• Applicant farmers should not have benefited from government schemes such as farms or community farms in the past.
• The farmers should have a bank account to avail the benefits of Magel Tyala Shettale Yojana
• This scheme is only for the native farmers of Maharashtra.

Selection Eligibility of Magel Tyala Shettale Yojana beneficiaries
