Madrasa Modernisation Scheme Details are given here.According to the government circular, for madrasas in Mumbai suburban district, Dr. Zakir Hussain Madrasa Modernization Scheme 2022-23 is being implemented. Madrasas seeking grants for this should submit proposals by 30th August 2022. In the year 2022-23, a (Anudan) Madrasa Modernisation Scheme is being implemented in the Mumbai Suburban District to provide basic facilities to religious minority student-dominated government-aided private aided, unaided, permanent unaided schools, junior colleges, industrial training institutes and schools for the disabled. Schools wishing to receive grants (anudan) for this are urged to submit proposals by 31st July 2022.

After receiving the proposal to the Collectorate, the last date for submission to the Government should be 31st October 2022.

मदरसे आधुनिकीकरणाची प्रक्रिया केल्याने मदरसेसारख्या पारंपारिक संस्थांना त्यांच्या अभ्यासक्रमात विज्ञान, गणित, सामाजिक अभ्यास, हिंदी आणि इंग्रजी या विषयांचा समावेश करण्यासाठी आर्थिक सहाय्य देऊन प्रोत्साहन देणे जेणेकरुन या संस्थांमध्ये शिकणार्‍या मुलांसाठी इयत्ता I-XII पर्यंत शैक्षणिक प्रवीणता प्राप्त करता येईल.

Madarasa Scheme Details

  1. Basic education of the tenets of Islam is compulsory for the muslim community. The muslim children are getting Islamic education alone in the Madrasaa. As they are deprived of formal and computerized education the children of muslim community has remained away from the mainstream. The Madrasas are being run by the unorganized organizations devoid of basic facilities viz., drinking water, lavatories, class rooms, hostels, teaching and non teaching staff, tools & equipments required for computer education, library, laboratory and other facilities.
  2. Providing these facilities it is propose to modernize the Madrasas. The basic infrastructure and other facilities require to run a school is proposed to provide for the purpose.
  3. While providing these facilities to the Madrasas, ensure that the inmates to secure employment in private sector and march progressively with the mainstream of the society.
  4. It is proposed to impart skilled training to the students of Madrasa in order to make them self reliant in the society.
  5. It is proposed to provide formal and computerized education, impart training in Spoken English and Vocational Skills and encourage to opt for sports activities to these students.
  6. It is proposed to create awareness and train the teaching staff to provide formal, computerized and other models of education.

मदरसा आधुनिकीकरण योजना, अल्पसंख्याक शाळांसाठी अर्ज करण्याचे आवाहन

  1. महाराष्ट्र शासनाच्या अल्पसंख्याक विकास विभागाकडून डॉ. झाकीर हुसेन मदरसा आधुनिकीकरण योजना आणि “धार्मिक अल्पसंख्याक विद्यार्थीबहूल शासनमान्य खाजगी अनुदानित, विनाअनुदानित, कायम विनाअनुदानित शाळा, कनिष्ठ महाविद्यालये, औद्योगिक प्रशिक्षण संस्था व अपंग शाळांमध्ये पायाभूत सोयीसुविधा पुरविण्यासाठी अनुदान योजना” सन 2022-23 मध्ये राबविण्यात येत आहे. या योजनांसाठी अर्ज करण्याचे आवाहन मुंबई उपनगर जिल्हाधिकारी यांनी केले आहे.
  2. शासनाच्या परिपत्रकानुसार मुंबई उपनगर जिल्ह्यातील मदरसांसाठी डॉ. झाकीर हुसेन मदरसा आधुनिकीकरण योजना 2022-23 राबविण्यात येत आहे. यासाठी अनुदान मिळवू इच्छिणाऱ्या मदरसांनी 30 ऑगस्ट 2022 पर्यंत प्रस्ताव सादर करावे. मुंबई उपनगर जिल्ह्यातील “धार्मिक अल्पसंख्याक विद्यार्थीबहूल शासनमान्य खाजगी अनुदानित, विनाअनुदानित, कायम विनाअनुदानित शाळा, कनिष्ठ महाविद्यालये, औद्योगिक प्रशिक्षण संस्था व अपंग शाळामध्ये पायाभूत सोयीसुविधा पुरविण्यासाठी अनुदान योजना” सन 2022-23 राबविण्यात येत आहे. यासाठी अनुदान मिळवू इच्छिणाऱ्या शाळांनी 31 जुलै 2022 पर्यंत प्रस्ताव सादर करावे, असे आवाहन करण्यात आले आहे. जिल्हाधिकारी कार्यालयास प्रस्ताव प्राप्त झाल्यानंतर ते शासनास सादर करण्याचा अंतिम दिनांक 31 ऑक्टोबर 2022 राहील याची संबंधितांनी नोंद घेण्यात यावी, असे मुंबई उपनगर जिल्हाधिकारी यांनी कळविले आहे.

Implementation of Madrasa Modernisation Scheme

  • Department of School Education and Literacy (D/o SE&L), M/o Education was implementing an Umbrella Scheme for Providing Education to Madrasas/Minorities (SPEMM) which comprises of two schemes namely Scheme for Providing Quality Education in Madrasas (SPQEM) and Infrastructure Development in Minority Institutes (IDMI). This scheme has been transferred to Ministry of Minority Affairs from 01.04.2021. An amount of Rs. 21428.285 lakh has been released by the D/o SE&L under this scheme during the year 2020-21 which includes honorarium of the teachers appointed under the scheme.
  • The guidelines of the SPEMM provides for implementation and monitoring mechanism. The scheme is implemented under the aegis of State Governments. All the proposals under both SPEMM are submitted by the State Government, with the approval of State Level Committee under the chairmanship of the Secretary of the relevant Department, including Secretary Education and Secretary Minority Affairs of the State government. The State Level Committee scrutinizes and recommends the proposal under the scheme. On receipt of proposals from the State Government, Project Approval Board setup under Chairpersonship of Secretary of the concerned Ministry of Government of India consider the same on merit and accord approval. Funds under SPQEM are released in instalments. The first instalment is released upon receipt of provisional Utilisation certificate of previous financial year duly countersigned by the Secretary of nodal department of the State government, release of state share as admissible/commitment to release the same for current financial years as per the budget provision in state budget and submission of physical and financial progress report. The second instalment is released upon receipt of audited UCs of the previous financial year, utilisation of at least 50% of the grants released as first instalment, release of state share of first instalment and submission of physical and financial progress report. Funds under IDMI are released as per above guidelines subject to release of corresponding share by the assisted institution.
