खुल्या, मागास प्रवर्गातील महिलांना नॉन क्रिमीलेयर प्रमाणपत्राची आवश्यकता नाही, अशी प्रमाणपत्राची अट शिथील करण्याचा निर्णय आज मंत्रिमंडळ बैठकीत घेण्यात आला.

मुख्यमंत्री एकनाथ शिंदे यांच्या अध्यक्षतेखाली हा निर्णय घेण्यात आला.

• महाराष्ट्र लोकसेवा आयोगामार्फत प्राध्यापक पदावरील भरती प्रक्रियेदरम्यान अराखीव (महिला) या पदावर गुणवत्ता क्र.३ वरील महिला उमेदवाराची नॉन-क्रिमिलेअर प्रमाणपत्र नसल्यामुळे निवड न करता गुणवत्ता क्र. ६ वरील उमेदवाराची निवड करण्यात आली. या पदाकरीता सहयोगी प्राध्यापक पदावरील तीन वर्षाचा अनुभव अशी अर्हता निश्चित करण्यात आलेली होती.
• या पदाचे वेतन विचारात घेता सध्याच्या नॉन-क्रिमिलेअर मर्यादेपेक्षा अधिक होत असले तरी नॉन-क्रिमिलेअर प्रमाणपत्र प्राप्त उमेदवारांना या खुल्या गटातील महिला आरक्षीत पदावर निवड होऊन त्याचा लाभ होत होता.
• हा लाभ सर्व प्रवर्गातील महिला उमेदवारांना होणे आवश्यक असल्याने त्यामध्ये सुधारणा करणे आवश्यक होते. त्यानुसार आता खुल्या गटातील महिलांकरीता आरक्षित पदावरील निवडीकरीता खुल्या प्रवर्गातील महिला तसेच सर्व मागास प्रवर्गातील महिलांना नॉन-क्रिमिलेअर प्रमाणपत्राची आवश्यकता असणार नाही.

महाराष्ट्र नॉन-क्रिमी लेयर प्रमाणपत्रासाठी पात्रता निकष

1. अर्जदाराचे पालक किंवा त्यांच्यापैकी कोणीही केंद्र सरकारच्या अंतर्गत गट क आणि गट ड च्या देखरेखीखाली असणे आवश्यक आहे.
2. भारताचा नागरिक असण्यासोबतच, अर्जदाराने ओबीसी श्रेणीत येणे आवश्यक आहे.
3. जर ती व्यक्ती केंद्र सरकारमध्ये ब गटात असेल आणि त्यांच्या पालकांचे कोणतेही स्थिर उत्पन्न नसेल आणि ते त्यासाठी पैसे देऊ शकत नसतील, तर ते अर्ज करू शकतात.
4. जर पती/पत्नी केंद्र सरकारच्या कर्मचाऱ्याचा कर्मचारी असेल तर त्याची पत्नीही पात्र आहे. हे लक्षात घेणे महत्त्वाचे आहे की पत्नीच्या जोडीदाराच्या पालकांना उत्पन्नाचे स्थिर स्त्रोत असणे आवश्यक नाही.
5. 8 लाखांपेक्षा जास्त कमावणारी व्यक्ती क्रीमी लेयरमध्ये येते आणि जर तुम्ही वार्षिक 8 लाखांपेक्षा कमी कमावले तर ते तुम्हाला नॉन-क्रिमी लेयरमध्ये टाकते.

4. Create an account. Fill in all vital details with the online application.
5. Submit the required data along with proof.
6. You’ll receive an application number after submitting the form, which will help you track your application.
7. Download the caste certificate after completing the registration.

4. User Registration
5. To apply to this portal, the citizen should be a registered user.
6. Click ‘Register Here’ on the login page to register. The page redirects to the registration page.
7. It displays two options for registration. Select anyone from the given options.
8. Registration Using UID Number:
9. This creates user id and password by verifying UID. After completion of eKYC, download the citizen’s information and save it in the user profile.
10. Self-registration:
11. The citizen should self-complete providing details to create their user profile using OTP verification on the registered mobile number.
12. On selecting self-registration, the registration form appears. Fill out the necessary details that include the following.

    3. Mobile No. & Username Verification
    4. Upload PhotographNote: The size of the photograph should fall between 5KB to 20KB. Photograph format should be JPEG. The width of the photograph should be 160 pixels. The height of the photograph should fall between 200 to 212 pixels.

13. On completing the registration form, click Register.
14. Login

17. The application form for the Non-Creamy Layer certificate appears. Enter the required details and click submit.
18. Upload the mentioned documents in the prescribed format.
19. Make the necessary payment.
