Kalakar Mandhan Yojana Maharashtra has been implemented throughout the State since 1954-55 through the Directorate of Cultural Affairs https://www.mahasanskruti.org. To date, thousands of writers have benefited from this scheme. The government has undertaken the task of compiling and updating the information of the beneficiaries receiving honorarium. Kalakar – Artists in the state are being given an extension till February 28, 2022 to submit information in this regard. It should be noted that the honorarium of the Kalakar whose information is not received will be withheld from March 2022, said Vibhishan Chavre, Director of Cultural Affairs, through a circular.

“Candidates who have not yet submitted the information will be required to provide a photograph, full name of the artist, his or her heirs, address, year of selection, type of art, Aadhar card, bank name and branch, account number, IFSC. If there is a code, PAN card as well as the authenticity of Aadhar card and passbook must be attached.”

• At Mumbai city and Mumbai suburbs  – should submit to the Directorate of Cultural Affairs, Old Secretariat, Government of Maharashtra, Vistar Bhavan, Mahatma Gandhi Marg, Mantralaya Mumbai 400032.

Updatation of information –

• As the Directorate of Cultural Affairs does not have additional information about some of the Kalakar Mandhan Yojana, the artists need to update their Aadhaar number, PAN card, mobile number. Detailed personal information of all the artists in the Kalakar Mandhan Yojana in the state should be sent to WhatsApp number 8424920676.
• A copy of the information in this regard should be submitted to the District Social Welfare Officer / Group Development Officer in the form of actual documents. This will enable honorarium holders to provide honorarium activities and all other information through messages.
• Some artists do not get honorarium under honorarium scheme. Complaints to this effect are being received. Reasons for non-receipt of honorarium include non-issuance or incorrect issuance of bank IFSC code, non-issuance of survival certificate, incorrect bank number, non-registration of inheritance, etc.
• Therefore, those writers and artists who are facing difficulties in getting honorarium. They should send all their information to the Directorate on WhatsApp number 8424920676, an appeal has been made by the Cultural Affairs Department.

कलाकार मानधन योजना महाराष्ट्र

कलाकार मानधन योजना महाराष्ट्र राज्यातील वृद्ध साहित्यिक व कलावंत यांना मानधन योजना सन १९५४-५५ पासून संपूर्ण राज्यात सांस्कृतिक कार्य संचालनालयामार्फत राबविली जाते. आजपर्यंत या योजनेचा हजारो साहित्यिकांनी लाभ घेतला आहे.  शासनाकडून मानधन घेणाऱ्या लाभार्थींची माहिती संकलित करुन अद्ययावत करण्याचे काम हाती घेण्यात आले आहे. याबाबत माहिती सादर करण्यासाठी राज्यातील कलावंतांना दिनांक २८ फेब्रुवारी २०२२ पर्यंत मुदतवाढ देण्यात येत आहे.

• ज्या कलावंतांनी अद्याप माहिती सादर केलेली नाही, त्यांनी कलाकाराचे छायाचित्र, कलाकाराचे संपूर्ण नाव, स्वतः की वारस, पत्ता, निवड वर्ष, कलाप्रकार, आधार कार्ड, बँकेचे नाव व शाखा, खाते क्रमांक, आय.एफ.एस.सी. कोड, पॅन कार्ड असल्यास तसेच आधार कार्ड व पासबुक यांच्या सत्यप्रती सोबत जोडणे आवश्यक आहे.
• तालुका स्तरावर गट विकास अधिकारी पंचायत समिती येथे, जिल्हास्तरावर समाज कल्याण कार्यालय, जिल्हापरिषद येथे जमा करावेत..
  
• मुंबई शहर व मुंबई उपनगर येथील कलावंतांनी सांस्कृतिक कार्य संचालनालय, जुने सचिवालय, महाराष्ट्र शासन, विस्तारभवन, महात्मा गांधी मार्ग, मंत्रालय मुंबई ४०००३२ या कार्यालयात जमा करावेत.
• ज्या कलावंतांची माहिती प्राप्त होणार नाही त्यांचे माहे मार्च २०२२ पासून मानधन रोखण्यात येईल याची नोंद घ्यावी, असे सांस्कृतिक कार्य संचालक विभीषण चवरे यांनी परिपत्रकाद्वारे कळविले आहे.

Eligibility for Kalakar Mandhan Yojana

कलाकर मानधन योजनेसाठी पात्रता

1. वृद्ध साहित्यिक/कलावंत यांनी जिल्हास्तरावर समाज कल्याण अधिकारी, जिल्हा परिषद अथवा तालुका स्तवरावर गट विकास अधिकारी यांच्याकडे या योजनेंगत मानधन मिळण्यासाठी अर्ज करणे आवश्यक आहे.
2. प्राप्त अर्जाची जिल्हा परिषदेमार्फत खालील निकषांच्या आधारे छाननी करण्यात येईल.
   • साहित्य व कला या क्षेत्रात ज्यांनी मोलाची भर घातली आहे अशी व्यक्ती,
   • कला आणि वाङ्मय क्षेत्रात ज्यांनी किमान 15 ते 20 वर्षे इतक्या प्रदीर्घ काळासाठी महत्वपूर्ण कामगिरी केली आहे. अशा व्यक्ती,
   • ज्या स्त्री/पुरूष कलाकाराचे व साहित्यिकांचे वय 50 वर्षापेक्षा जास्त आहे. अशा व्यक्ती.
   • जे साहित्यिक व कलावंत अर्धांगवायू, क्षय, कर्करोग, कुष्टरोग या रोगांनी आजारी असतील तसेच ज्यांना 40% पेक्षा जास्त शारिरिक व्यंग असेल किंवा अपघाताने 40% पेक्षा जास्त अपंगत्व आले असेल व त्यामुळे ते स्वतःचा व्यवसाय करू शकत नसती, असे साहित्यिक व कलावंत यांच्यासाठी वयाची अट शिथिल करण्यात येईल.
   • वयाने वडील असणाऱ्या व विधवा /परितक्त्या वृद्ध साहित्यिक व कलावंत यांना मानधन देण्यासाठी प्राधान्य देण्यात येईल.
   • ज्या साहित्यिक व कलावंतांचे सर्व मार्गाने मिळून वार्षिक उत्पन्न रू.48,000/- पेक्षा जास्त नाही.
3. छाननीअंती योजनेच्या निकषानुसार पात्र ठरणारे अर्ज जिल्हास्तरीय निवड समितीच्या मान्यतेस्तव सादर करण्यात येतील.
4. जिल्हास्तरीय निवड समिती पात्र अर्जातून प्रतिवर्षी इष्टांकाच्या मयदित 60 लाभार्थ्यांची मानधनासाठी निवड करू शकेल. निवड झालेल्या लाभार्थ्यांना तहह्यात मानधन अदा करण्यात येईल.
5. निवड करण्यात आलेल्या लाभार्थ्यांना शासन निर्णय क्र. वृकमा 2013/प्र.क्र. 40/सां.का. 4 दिनांक 2282014 अन्वये सुधारित दराने मानधन दिल्या जाईल..

वृद्ध साहित्यिक व कलाकार मानधन योजनेसाठी माहितीचे अद्ययावतीकरण करणे अनिवार्य

1. सांस्कृतिक कार्य संचालनालयाकडे मानधन योजनेतील काही कलाकारांची अतिरिक्त माहिती उपलब्ध नसल्यामुळे कलाकारांनी स्वत:चा आधार क्रमांक, पॅन कार्ड, मोबाईल क्रमांक ही माहिती अद्ययावत करणे आवश्यक आहे. राज्यातील मानधन योजनेतील सर्व कलाकारांनी तपशीलवार वैयक्तिक माहिती 8424920676 या व्हाट्सअप क्रमांकावर पाठविण्यात यावी.
2. याबाबत माहितीची एक प्रत जिल्हा समाज कल्याण अधिकारी / गट विकास अधिकारी यांच्याकडे प्रत्यक्ष कागदपत्रांच्या स्वरूपात सादर करावी.
3. यामुळे मानधन धारकांना मानधन विषयक घडामोडी व इतर सर्व माहिती मेसेज द्वारे देता येईल.
4. मानधन योजनेअंतर्गत काही कलाकारांना मानधन मिळत नाही. अशा आशयाच्या तक्रारी प्राप्त होत आहेत. मानधन न मिळण्यामागील कारणे म्हणजे, बँकेचा आयएफएससी कोड न देणे किंवा चुकीचा देणे, हयातीचा दाखला न देणे, चुकीचा बँक क्रमांक देणे, वारसाची नोंद न करणे इत्यादी आहेत. त्यामुळे ज्या साहित्यिक व कलाकारांना मानधन मिळण्यात अडचणी येत आहेत.
5. त्यांनी आपली सर्व माहिती संचालनालयाकडे 8424920676 या व्हाट्सअप क्रमांकावर पाठवावी, असे आवाहन सांस्कृतिक कार्य विभागामार्फत करण्यात आले आहे.
