ESIC Yojana Maharashtra Application : कर्मचारी राज्य विमा योजना (ESI) ही एक बहुआयामी सामाजिक सुरक्षा योजना आहे, संघटित क्षेत्रातील ‘कर्मचाऱ्यांना’ सामाजिक-आर्थिक सुरक्षा प्रदान करण्यासाठी स्थापन केलेली आहे. ESIC योजना एका वैधानिक कॉर्पोरेट संस्थेद्वारे प्रशासित केली जाते. त्याला कर्मचारी राज्य विमा निगम (ESIC) म्हणतात. ही संस्था कर्मचारी आणि त्यांच्या कुटुंबातील सदस्यांना वैद्यकीय सेवा पुरवते.
अधिकृत आकडेवारीनुसार, सुमारे 10.28 लाख नवीन सदस्य नोव्हेंबर 2021 मध्ये ESIC द्वारे चालवल्या जाणार्या सामाजिक सुरक्षा योजनेत सामील झाले. जे मागील महिन्यात (ऑक्टोबर) 12.39 लाख होते. कर्मचारी राज्य विमा महामंडळ (ESIC) मध्ये एकूण नवीन नोंदणी एप्रिलमध्ये 10.78 लाख, मे महिन्यात 8.91 लाख, जूनमध्ये 10.68 लाख, जुलैमध्ये 13.42 लाख, ऑगस्टमध्ये 13.47 लाख आणि सप्टेंबर 2021 मध्ये 13.57 लाख होती.

- ESIC नुसार, दि. 1 जानेवारी 2017 पासून कर्मचार्याच्या कव्हरेजसाठी मासिक वेतन मर्यादा 21,000 रुपये प्रति महिना आहे.
- पात्र कर्मचाऱ्यांची ESIC मध्ये नोंदणी करणे ही नियोक्त्याची जबाबदारी आहे.
- यासाठीचे योगदान कामगारांच्या कमाई क्षमतेवर त्यांच्या वेतनाच्या निश्चित प्रमाणात आधारित आहे. परंतु, वैयक्तिक गरजांच्या आधारावर भेदभाव न करता सर्वांना सामाजिक सुरक्षा लाभ प्रदान केले जातात.
Who is the ESI Scheme applicable to?
ESI योजना कोणासाठी लागू आहे?
- According to ESIC, dt. From January 1, 2017, the monthly salary limit for employee coverage is Rs. 21,000 per month.
- It is the responsibility of the employer to register the eligible employees in ESIC.
- The contribution for this is based on the earning capacity of the workers and a certain amount of their wages. However, social security benefits are provided to all without discrimination on the basis of individual needs.
- The ESI Scheme applies to factories and other establishment’s viz. Road Transport, Hotels, Restaurants, Cinemas, Newspaper, Shops, and Educational/Medical Institutions wherein 10 or more persons are employed.

- वैद्यकीय – विमाधारक व्यक्ती आणि त्याच्या कुटुंबातील सदस्यांना ज्या दिवसापासून तो विमायोग्य नोकरीत प्रवेश करतो त्या दिवसापासून त्यांना संपूर्ण वैद्यकीय सेवा पुरविली जाते.
- विमाधारक व्यक्ती आणि त्याच्या किंवा तिच्या कुटुंबातील सदस्यांच्या उपचारासाठी खर्चाची कमाल मर्यादा नाही. सेवानिवृत्त आणि कायमस्वरूपी अपंग विमाधारक व्यक्ती आणि त्यांच्या जोडीदारांना 120 रुपये नाममात्र वार्षिक प्रीमियमवर वैद्यकीय सेवा प्रदान केली जाते.
- आजारपणात लाभ – विमा धारक कामगारास प्रमाणित आजाराच्या कालावधीत वर्षातील जास्तीत जास्त 91 दिवसांच्या कालावधीसाठी त्याच्या वेतनाच्या 70 टक्के दराने रोख प्रतिपूर्ती म्हणून आजारपणाचा लाभ देय आहे. या लाभासाठी पात्र होण्यासाठी, विमाधारक कामगाराने 6 महिन्यांच्या योगदान कालावधीत 78 दिवसांचे योगदान देणे आवश्यक आहे.
- मातृत्व लाभ – मातृत्व लाभ हे मातृत्व किंवा गर्भधारणेसाठी मागील वर्षातील 70 दिवसांच्या योगदानाच्या अधीन असलेल्या पूर्ण वेतन दराने 26 आठवड्यांसाठी देय आहे, जे वैद्यकीय सल्ल्यानुसार आणखी एक महिन्याने वाढवले जाऊ शकते. याशिवाय, अपंगत्व यासह अवलंबितांच्या बाबतीतही ही योजना फायदेशीर आहे. एवढेच नाही तर अंत्यसंस्काराचा खर्च आणि प्रसूती खर्चाचीही तरतूद आहे.
The section 46 of the Act envisages following six social security benefits :-
(a) Medical Benefit : Full medical care is provided to an Insured person and his family members from the day he enters insurable employment. There is no ceiling on expenditure on the treatment of an Insured Person or his family member. Medical care is also provided to retired and permanently disabled insured persons and their spouses on payment of a token annual premium of Rs.120/- .
(b) Sickness Benefit(SB) : Sickness Benefit in the form of cash compensation at the rate of 70 per cent of wages is payable to insured workers during the periods of certified sickness for a maximum of 91 days in a year. In order to qualify for sickness benefit the insured worker is required to contribute for 78 days in a contribution period of 6 months.
1. Extended Sickness Benefit(ESB) : SB extendable upto two years in the case of 34 malignant and long-term diseases at an enhanced rate of 80 per cent of wages.
2. Enhanced Sickness Benefit : Enhanced Sickness Benefit equal to full wage is payable to insured persons undergoing sterilization for 7 days/14 days for male and female workers respectively.
(c) Maternity Benefit (MB) : Maternity Benefit for confinement/pregnancy is payable for Twenty Six (26) weeks, which is extendable by further one month on medical advice at the rate of full wage subject to contribution for 70 days in the preceding Two Contribution Periods.
(d) Disablement Benefit
- Temporary disablement benefit (TDB) : From day one of entering insurable employment & irrespective of having paid any contribution in case of employment injury. Temporary Disablement Benefit at the rate of 90% of wage is payable so long as disability continues.
- Permanent disablement benefit (PDB) : The benefit is paid at the rate of 90% of wage in the form of monthly payment depending upon the extent of loss of earning capacity as certified by a Medical Board
(e) Dependants Benefit(DB) : DB paid at the rate of 90% of wage in the form of monthly payment to the dependants of a deceased Insured person in cases where death occurs due to employment injury or occupational hazards.
(f) Other Benefits :
- Funeral Expenses : An amount of Rs.15,000/- is payable to the dependents or to the person who performs last rites from day one of entering insurable employment.
- Confinement Expenses : An Insured Women or an I.P.in respect of his wife in case confinement occurs at a place where necessary medical facilities under ESI Scheme are not available.
In addition, the scheme also provides some other need based benefits to insured workers.
- Vocational Rehabilitation :To permanently disabled Insured Person for undergoing VR Training at VRS.
- Physical Rehabilitation : In case of physical disablement due to employment injury.
- Old Age Medical Care :For Insured Person retiring on attaining the age of superannuation or under VRS/ERS and person having to leave service due to permanent disability insured person & spouse on payment of Rs. 120/- per annum.
Rajiv Gandhi Shramik Kalyan Yojana :
This scheme of Unemployment allowance was introduced w.e.f. 01-04-2005. An Insured Person who become unemployed after being insured three or more years, due to closure of factory/establishment, retrenchment or permanent invalidity are entitled to :-
- Unemployment Allowance equal to 50% of wage for a maximum period of upto Two Years.
- Medical care for self and family from ESI Hospitals/Dispensaries during the period IP receives unemployment allowance.
- Vocational Training provided for upgrading skills – Expenditure on fee/travelling allowance borne by ESIC.
Atal Beemit Vyakti Kalyan Yojana (ABVKY) :
This scheme is a welfare measure for employees covered under Section 2(9) of ESI Act, 1948, in the form of relief payment upto 90 days, once in a lifetime. The Scheme was introduced w.e.f. 01-07-2018 on pilot basis for a period of two years initially. The scheme has now been extended for another one year i.e. from 1st July, 2020 to 30th June, 2021. It has also been decided to enhance the rate of unemployment relief under the scheme to 50% of wages from earlier rate of 25% along with relaxation in eligibility conditions, provided the Insured Person should have been in insurable employment for a minimum period of two years immediately before her/his unemployment and should have contributed for not less than 78 days in the contribution period immediately preceding to unemployment and minimum 78 days in one of the remaining three contribution periods in two years prior to unemployment. In a significant relaxation, relief shall become due for payment after 30 days from date of unemployment and claim can be submitted directly to the designated ESIC Branch Office by the worker. The enhanced benefit and relaxed conditions are applicable during the period 24th March 2020 to 31st December 2020. Claims to get the relief can be made online at website www.esic.in along with submission of the physical claim with an affidavit, photocopy of Aadhaar Card and Bank Account details to the designated ESIC Branch Office by post or in person.
Incentive to employers in the Private Sector for providing regular employment to the persons with disability :
- Minimum wage limit for Physically Disabled Persons for availing ESIC Benefits is 25,000/-.
- Employerss’ contribution is paid by the Central Government for 3 years.
Benefits & Contributory Conditions :
An interesting feature of the ESI Scheme is that the contributions are related to the paying capacity as a fixed percentage of the workers wages, whereas, they are provided social security benefits according to individual needs without distinction.
Cash Benefits are disbursed by the Corporation through its Branch Offices (BOs) / Pay Offices (POs), subject to certain contributory conditions.
ESIC Yojana Maharashtra Application Rate of contribution
- The rates of contribution, is a percentage of gross wages payable to the employees. Under the ESI Act 1948 the rate of contribution has been reduced from 6.5% to 4% of the wages.
- Employee Deduction is 0.75% of gross pay
- Employer Contribution is 3.25% of gross pay
ESIC applicable to establishments employing 10 or more person in Maharashtra w.e.f. 01-Oct-2020.
Required Documents For ESIC Online Registration:
Below are the set of documents required for ESIC online registration:
- The Registration Certificate acquired under the Shops and Establishment Act or Factories Act.
- Certificate of Registration in case of a partnership or a company.
- Articles of Association and Memorandum of Association of the company.
- List of all employees working in the establishment.
- Compensation details of all employees.
- PAN Card details of the Business Entity and of all employees.
- Cancelled cheque of the bank account of the company.
- List of shareholders and directors of the company.
- Register which includes the attendance details of the employees.
- Employer’s Registration Form (Form No.1) which should be downloaded online, filled and uploaded on the ESIC website along with the above mentioned documents.
Online Registration Procedure For ESIC Portal :
all step to online registration on ESIC Portal are given below:
- First Visit the ESIC Portal and click on ‘Login’.
- On the new page, click on ‘Sign Up’.
- Enter your company name, employer name, state, region, email ID (which will be your username), and your phone number.
- Click on the checkbox to confirm your establishment or factory is under an exclusive labour contract, manpower suppliers, security agencies or contractors supplying labour categories.
- Click on ‘Submit’. An email will be sent with login credentials or details.
- Now that you have signed up, you need to visit the ESIC Portal to login.
- Enter the username and password received by email and click on ‘Login’.
- Click on ‘New Employer Registration’.
- Select the type of unit and click on submit.
- On the new page, enter the name of the unit, complete postal address of the factory or the establishment and the police station under whose jurisdiction your unit is.
- Enter if the building or the premises of the factory or the establishment is owned or hired and click on ‘Next’ to proceed.
- Enter the nature of the business and category, PAN details, etc. and click on ‘Next’.
- On the next page, enter the date of commencement of the factory or establishment and licence details (if any).
- Now, select the constitution of ownership and details of owners and then click on ‘Save’ after entering all the designation of owners and then click on ‘Next’.
- Here, enter the number of employees working in your establishment or factory and the number of employees earning less than Rs.21,000 and click on ‘Save’.
- In the new page, enter the date when the first 10/20 employees were employed and then click on ‘Employee Declaration Form’.
- Select ‘Yes’ if the insured person is already registered and enter IP number and date of joining. Select ‘No’ if IP is not registered and click on ‘Continue’.
- Enter the name of the IP and father’s name, address, date of birth, gender, marital status, family details and date of joining.
- Now, click on the checkbox and click on ‘Submit’.
- Once all details are duly filled, click on ‘Close’ on the new page.
- On the new page, select the respective ESI branch office and the inspection division.
- Now, click on the checkbox to declare that information provided is correct and then click on ‘Submit’. You’ll be redirected to a new page.
- On the new page, you will have to click on ‘Pay Initial Contribution’ and click on ‘Submit’. You will be provided with a Challan Number for future reference.
- Click on ‘Continue’ to pay through the required payment gateway.
How To Apply an ESI Card Or Pehchan Card

- To download the ESI Pehchan Card, the employer needs to login into their account on the ESIC portal and fill the respective employee or worker’s details.
- Once the process is completed, ESIC will issue the magnetic smart card to either the employee’s address or may need to visit the ESIC branch to collect the same.
- Also, the ESIC has made a new option on their portal to download employee’s ESI e-Pehchan card.
- First Visit the ESIC Portal and login with your username and password.
- after that open the new page, under the ‘Employee’ section, click on ‘e-Pehchan Card’.
- Then Select the unit details and click on view.
- Now You can view details of all the employees; however, you also have the option to narrow down the search by entering the respective employees’ insurance number and name.
- On the same page where you can see details of all the employees, select ‘View Counter Foil’ against the respective employee. This ‘Counter Foil’ is the ‘e-Pehchan’ card.
- On the new page, scroll down and click on ‘Print’ which can be downloaded as a PDF document.
- On the printout, the respective employee has to sign and affix family or dependents photographs. This photo has to be attested and stamped by the employer or the ESIC official.
- Ensure to get either the signature and stamp of the employer or the ESIC office on the e-Pehchan Card.
