Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyaan (PM-KUSUM) scheme main objective to provide energy and water security to farmers and enhance their income, de-dieselise the farm sector, and reduce environmental pollution. The Government of India approved PM-KUSUM on 19th February 2019. The approved scheme comprised of three components:

The Scheme consists of three components:

1. Component A: 10,000 MW of Decentralized Ground Mounted Grid Connected Renewable Power Plants of individual plant size up to 2 MW.
2. Component B: Installation of 17.50 lakh standalone Solar Powered Agriculture Pumps of individual pump capacity up to 7.5 HP.
3. Component C: Solarisation of 10 Lakh Grid-connected Agriculture Pumps of individual pump capacity up to 7.5 HP.

प्रधानमंत्री कुसुम योजनेंतर्गत शेतकऱ्यांच्या डिझेल-पेट्रोलवर चालणाऱ्या पंपांचे सौरऊर्जा पंपामध्ये रूपांतर करण्याचे काम सुरू करण्यात आले आहे. या योजनेची घोषणा माजी अर्थमंत्री अरुण जेटली यांनी केली होती. शेतकऱ्यांना सिंचनाचे चांगले साधन उपलब्ध करून देण्यासाठी प्रधानमंत्री कुसुम योजना सुरू करण्यात आली. या योजनेसाठी सरकारने 34,422 कोटी रुपयांची तरतूद केली आहे. उमेदवार शेतकऱ्यांना केंद्र सरकारकडून 60 टक्के रक्कम दिली जाईल. यामध्ये 30 टक्के कर्ज बँकेकडून आणि 10 टक्के शेतकऱ्यांना भरावे लागणार आहे. प्रधान मंत्री कुसुम योजना अर्ज फॉर्मशी संबंधित अधिक माहिती जसे- मी प्रधानमंत्री कुसुम योजनेसाठी अर्ज कसा करू शकतो? योजनेंतर्गत अर्ज करण्यासाठी कोणती कागदपत्रे आवश्यक असतील इत्यादी माहिती लेखात दिली आहे, लेखात दिलेल्या चरणांचे अनुसरण करून उमेदवार पीएमकेवायचा लाभ घेऊ शकतात.

पीएम कुसुम योजनेंतर्गत केंद्र सरकार शेतकऱ्यांना सौरऊर्जेचा वापर करून कमी खर्चात चांगले पीक घेता यावे म्हणून सोलर पंप बसवण्याची सुविधा पुरवत आहे. या योजनेंतर्गत शेतकऱ्यांना त्यांच्या जमिनीवर सौर पॅनेल बसवण्यासाठी सरकारकडून मदत मिळते. या योजनेद्वारे शेतकऱ्यांना सौर पंप बसवण्यासाठी ९० टक्क्यांपर्यंत अनुदान दिली जाते. या योजनेचा लाखो शेतकऱ्यांना लाभ झाला आहे. ही सरकारी योजना शेतकऱ्यांना त्यांचे उत्पन्न वाढविण्यात खूप मदत करते. शेतकरी शेतात पाणी देण्यासाठी इलेक्ट्रिक ट्यूबवेल वापरतात. याद्वारे नापीक जमीन देखील वापरात आणली जाऊ शकते. योजनेअंतर्गत शेतकऱ्यांना कमी खर्चात चांगल्या सुविधा मिळू शकतात.

1. शेतकऱ्यांना ९० टक्के अनुदान मिळेल – ही योजना ऊर्जा मंत्रालयाने २०१९ मध्ये सुरू केली होती. या योजनेंतर्गत ३०% अनुदान केंद्र सरकार, ३०% राज्य सरकार आणि ३०% इतर वित्तीय संस्थांद्वारे दिले जाते. यामध्ये शेतकऱ्यांना फक्त १० टक्के रक्कम द्यावी लागेल. या योजनेचा सर्वात मोठा फायदा म्हणजे शेतकऱ्यांना वीज आणि डिझेल खर्च करावे लागत नाही आणि त्यांचे विजेवरील अवलंबित्वही कमी होते. त्यामुळे शेतीचा खर्च मोठ्या प्रमाणात कमी होतो.
2. अर्ज कसा करायचा? – तुम्ही सरकारच्या अधिकृत वेबसाइट https://www.india.gov.in/ वर जाऊन त्याचा ऑनलाइन फॉर्म भरू शकता. ऑनलाइन नोंदणी फॉर्म भरल्यानंतर तुम्हाला आवश्यक माहिती द्यावी लागेल जसे की, आधार कार्ड, सातबाऱ्यासह जमिनीची कागदपत्रे, एक घोषणापत्र, बँक खाते तपशील इत्यादी.
3. वीज विकूनही करू शकता कमाई – सोलर पंपाचा उपयोग केवळ शेती आणि सिंचनासाठीच नाही तर वीजनिर्मितीसाठीही करता येतो. या योजनेद्वारे वीज किंवा डिझेलवर चालणाऱ्या सिंचन पंपांचे सौरऊर्जेवर चालणाऱ्या पंपांमध्ये रूपांतर करता येईल. त्यानंतर जी वीज शिल्लक राहते ती वितरण कंपन्यांना विकता येईल. शेतकऱ्यांच्या उत्पन्नाचा तो चांगला स्रोत आहे.

How to avail the financial assistance

1. Component A:  – The renewable power generated will be purchased by DISCOMs at a feed-in-tariff (FiT) determined by respective State Electricity Regulatory Commission (SERC).
2. In case the farmers/ group of farmers/ cooperatives/ panchayats/ Farmer Producer Organisations (FPO)etc. are not able to arrange equity required for setting up the REPP, they can opt for developing the REPP through developer(s) or even through local DISCOM, which will be considered as RPG in this case. In such a case, the land owner will get lease rent as mutually agreed between the parties.
3. DISCOM would be eligible to get PBI @ Rs. 0.40 per unit purchased or Rs. 6.6 lakh per MW of capacity installed, whichever is less, for a period of five years from the COD.
4. Component B & C: – State-wise allocation for solar pumps and solarisation of existing grid-connected pumps will be issued by MNRE once in a year, after approval by a Screening Committee under the chairmanship of Secretary, MNRE.
5. On acceptance of the allocated quantity by the implementation agencies and submission of detailed proposal as per MNRE format, with in a given time, final sanction will be issued by MNRE.
6. Projects for solarisation of pumping systems shall be completed within 12 months from the date of sanction by MNRE. However, for North Eastern States including Sikkim, Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Lakshadweep and A&N Islands this time limit will be 15 months from the date of sanction. Extension in project completion timelines, up to a maximum period of three months, will be considered at the level of Group Head in MNRE and upto 6 months at the level of Secretary in MNRE on submission of valid reasons by the implementing agency.
   Funds up to 25% of the MNRE benchmark cost or cost discovered through tenders, whichever is less, for the sanctioned quantity would be released as advance to the implementing agency only after placement of letter of award(s) to the selected vendors.
7. The balance eligible CFA along with applicable service charges would be released on acceptance of the Project Completion Report in the prescribed format, Utilization Certificates as per GFR and other related documents by the Ministry.
8. MNRE CFA and State Government’s subsidy will be adjusted in the system cost and beneficiary will have to pay only the remaining balance.

Whom to contact to get benefit of PM KUSUM Scheme

1. For Component A, DISCOMs will be implementation agencies.
2. For Component B, DISCOMs/ Agricultural Department/ Minor Irrigation Department/ any other Department designated by State Government will be the implementing agencies.
3. For Component C, DISCOMs /GENCO/ any other Department designated by State Government will be the implementing agencies.
4. Each State will nominate implementation agency in that State for each of the three components.

5. Farmers who commit suicide due to financial constraints can be saved through the scheme.
6. After installing the solar panel bar, you will not read to spend again and again.
7. Farmers can use the electricity generated from the solar panels installed under the Kusum scheme in their homes and can also sell the additional electricity.
8. There will be no adverse effect on the environment through the scheme.

मंत्रालय के संज्ञान में आया है कि कई फर्जी वेबसाइट और मोबाइल एप्लिकेशन आवेदकों से प्रधानमंत्री किसान ऊर्जा सुरक्षा एवं उत्थान महाभियान (प्रधानमंत्री-कुसुम योजना) के नाम पर किसानों से सोलर पम्प लगाने हेतु ऑनलाइन आवेदन पत्र भरने के साथ पंजीकरण शुल्क तथा पंप की कीमत का ऑनलाइन भुगतान करने को कह रहे हैं। इनमें से कुछ फर्जी वेबसाइट डोमेन नाम * .org, * .in, * .com में पंजीकृत हैं जैसे www.kusumyojanaonline.in.net, www.pmkisankusumyojana.co.in, www.onlinekusamyojana.org.in, www.pmkisankusumyojana.com और इसी तरह की कई अन्य वेबसाइटें हैं।
