Padho Pardesh scheme introduced the Ministry of Minority Affairs, Government of India for minority communities pursuing education to study abroad. Under this scheme, individuals from the minority community can avail interest subsidy on education loan to study abroad. The Main objective of the Padho Pardesh scheme is to award interest subsidy to meritorious students belonging to economically weaker sections of notified minority communities so as to provide them better opportunities for higher education abroad and enhance their employability. अल्पसंख्यक मामलों के मंत्रालय, भारत सरकार द्वारा विदेशों में शिक्षा प्राप्त करने वाले अल्पसंख्यक समुदायों के लिए पढो परदेश की योजना शुरू की है।  इस योजना के तहत, अल्पसंख्यक समुदाय के व्यक्ति विदेश में अध्ययन करने के लिए शिक्षा ऋण पर ब्याज सब्सिडी का लाभ उठा सकते हैं। 

पढो परदेश योजना के लिए पात्रता

1. जो छात्र अल्पसंख्यक समुदायों से संबंधित हैं। मुस्लिम ईसाई, सिख, बौद्ध, जैन और पारसी और विदेश में उच्च अध्ययन यानी मास्टर्स, एम.फिल और पीएचडी स्तर की पढ़ाई करना चाहते हैं, वे इस योजना के लिए आवेदन कर सकते हैं।
2. बेरोजगार उम्मीदवार के मामले में नियोजित उम्मीदवार या उसके माता-पिता, अभिभावकों के सभी स्रोतों से कुल आय 6.00 लाख प्रति वर्ष रुपये से अधिक नहीं होनी चाहिए। 
3. राज्य / केंद्र शासित प्रदेश के सक्षम प्राधिकारी से आय प्रमाण पत्र प्रस्तुत किया जाना चाहिए। उसे इस उद्देश्य के लिए भारतीय बैंक संघ (आईबीए) की शिक्षा ऋण योजना के तहत अनुसूचित बैंक से ऋण लेना चाहिए था।
4. छात्रों को पाठ्यक्रम के पहले वर्ष के दौरान ही योजना के तहत लाभों के लिए आवेदन करना चाहिए। दूसरे वर्ष या उसके बाद के वर्षों के दौरान प्राप्त नए आवेदन किसी भी स्थिति में स्वीकार नहीं किए जाएंगे।
5. उन आवेदनों को वरीयता दी जाएगी जो प्रत्येक राज्य/संघ राज्य क्षेत्र के लिए विभिन्न बैंकों द्वारा अपने कोटे से कम ब्याज दर के अंतर्गत आते हैं।
6. यदि उपलब्ध हो तो वित्तीय लाभ का भुगतान आधार संख्या से जोड़ा जा सकता है। इस संबंध में, दिनांक 14 जून, 2017 की राजपत्रित अधिसूचना एसओ 2409 (ई) दिनांक 31 जुलाई, 2017 को प्रकाशित आधार (वित्तीय और अन्य सब्सिडी, लाभ और सेवाओं का लक्षित वितरण) अधिनियम, 2016 (2016 का 18) की धारा -7 के तहत जारी किया गया। रेफर किया जा सकता है।

Eligibility for Padho Pardesh Scheme

• Students who belong to minority communities viz. Muslims Christians, Sikhs,
  Buddhists, Jains, and Parsis and want to pursue higher studies i.e. Masters, M.Phil & Ph. D level abroad they can apply for this scheme.
• Total income from all sources of the employed candidate or his /her parent’s, guardians in case of unemployed candidate shall not exceed Rs. 6.00 lakh per annum.
  INCOME CERTIFICATE should be submitted from the competent authority of the State/Union Territory.
• He/ She should have availed loan from a scheduled bank under the Education Loan Scheme of the Indian Banks Association (IBA) for the purpose.
• Students should apply for the benefits under the scheme during 1st year itself of the course. Fresh applications received during 2nd year or subsequent years will not be accepted in any case.
• Preference will be given to those applications which are covered under lower rate of interest by various banks for each State/UT to their quota.
• Payment of financial benefit may be linked with Aadhaar Number if available.
• In this regard, Gazetted Notification S. O. 2409 ( E) dated 14th June, 2017 issued under Section-7 of Aadhaar (Targeted Delivery of  Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) published dated July 31, 2017 may be referred.

Objective of Padho Pardesh Scheme

• The objective of the Scheme is to award interest subsidy to meritorious students belonging to economically weaker sections of notified minority communities.
• Subsidy shall not be available to those students who either discontinued the course mid-stream due to any reason or those who are expelled from the institutions on disciplinary or academic grounds. If a student violates any conditions of the scheme, the subsidy will be discontinued forthwith.
• The scheme is applicable for higher studies abroad. The interest subsidy shall be linked with existing Educational loan scheme of IBA.
• After the period of moratorium is over, The borrower/s will bear the Principal installments and interest beyond moratorium period.
• The students obtaining benefits under this scheme shall not be given interest subsidy if he gives up Indian Citizenship during the tenure of the loan.

1. The Scheme is applicable for higher studies abroad. The interest Subsidy shall be linked with the existing Educational Loan Scheme of Indian Banks’ Association (IBA)  and restricted to students enrolled for course at Masters, M.Phil and Ph.D levels  given at para 14.
2. The interest subsidy under the scheme shall be available to the eligible students  only once, either for Masters, M.Phil. or Ph.D. levels. Interest subsidy shall not be  available to those students who either discontinued the course mid- stream, due to  any reason, or those who are expelled from the institutions on disciplinary or academic grounds.
3. If it is found that a student has violated any condition of the scheme, the subsidy will be discontinued forthwith.
4. If a student is found to have obtained the subsidy by false statement/documents/certificates, the subsidy will be withdrawn/cancelled forthwith and amount of the subsidy paid already, shall be recovered with penal interest, apart from taking criminal action as per law.
5. The students obtaining benefits under this Scheme shall not be given the interest subsidy if he gives up Indian citizenship during the tenure of the period.

Selection of Candidates in Padho Pardesh Scheme

पढ़ो परदेश योजना के तहत उम्मीदवारों का चयन कैसे किया जाता है |

1. The designated bank, on direction of Ministry of Minority Affairs will open the portal for receiving of applications for the claims of interest subsidy under the scheme.
2. Portal will be opened only once in a financial Year for fresh applications. In case, sufficient number of applications are not received the portal may be opened again subject to the availability of sufficient funds under the scheme.
3. For renewal cases the portal may be opened in every quarter or as decided by the Ministry.
4. The applications received for claim of interest subsidy will be examined and recommended for award of interest subsidy under the scheme by a Selection Committee. For more details read the attached pdf below:
